چکیده

با افزایش توجه جهانی به انرژی های پاک و توسعه پایدار در محیط زیست، پروژه های وسایل نقلیه الکتریکی (EV) از نظر تعداد مقیاس در سراسر جهان افزایش پیدا کرده اند. اما، افزایش عدم تعادل بین عرضه – تقاضا در زیر ساخت های شارژ وسایل نقلیه یکی از مهم ترین مشکلات توسعه EV در چین می باشد. دولت در حالت اجرای پروژه های مشارکت بخش خصوصی – عمومی (PPP) در این زمینه می باشد تا بتواند به صورت موثر از سرمایه های موجود و ظرفیت های فنی پیشرفته در بخش خصوصی استفاده کند تا بتواند عملکرد و سرویس رسانی برای شارژ وسایل نقلیه الکتریکی را بهبود بخشد. برای تضمین موفقیت پروژه، ارزیابی خطر که خیلی مطالعات زیادی در رابطه اش انجام نشده، یکی از مهم ترین گام ها می باشد. هدف این مقاله، ارزیابی عوامل خطر از طریق یک نظر سنجی پرسش نامه ای و محاسبه سطح خطر کلی زیر ساخت های شارژ وسایل نقلیه در پروژه های PPP با یک روش یکپارچه رتبه بندی اولویت ها از طریق تشابه با راه حل ایده آل ( تاپسیس فازی) می باشد. نتایج شناسایی عوامل خطر شامل دسته بندی های خطر زیست محیطی / اجتماعی، اقتصادی، قانونی / سیاسی، فنی می باشد و ما چهار عامل خطر را به عنوان مهم ترین عوامل موثر در زیر ساخت های شارژ وسایل نقلیه در چین، انتخاب کردیم : تجربه کم در زمینه پروژه های PPP ، هزینه بالای باتری ها، دوره شارژ طولانی و افزایش قیمت توان. سطح ریسک کلی سه پروژه جایگزین نیز در این مطالعه ارزیابی شد و سپس با استفاده از روش پیشنهاد شده هم عوامل خطر آن رتبه بندی شد. سپس امکان پذیری اجرایی و تاثیر این پروژه ها نیز از طریق یک تحلیل مقایسه ای و تحلیل میزان حساسیت، بررسی شد. علاوه بر این، با آگاهی نسبت به خطرات موجود، پیشنهاداتی برای بخش خصوصی پروژه های PPP زیر ساخت های شارژ وسایل نقلیه الکتریکی ارائه شد. کارایی ها و محدودیت های دقیق این مقاله نیز در قسمت پیشنهادات و جمع بندی ارائه شده است.

1- مقدمه

به دلیل مطرح شدن بحث توسعه پایدار، صرفه جویی در هزینه و کاهش نشر گاز های آلوده کننده تبدیل به یکی از موضوعات ضروری شده است . وسایل نقلیه الکتریکی (EV ها) که نقش بسیار مهمی در توسعه استراتژیک دارند، به عنوان تکنولوژی های موفق برای ارتقای کیفیت زیست محیطی، زیست پذیری و توسعه پایدار بدون کاهش محسوس قابلیت جابجایی یا راحتی در نظر گرفته می شوند ( Stark Juliane et al., 2018; White and Sintov, 2017) و به خاطر تاثیر محسوس این وسایل در کاهش میزان نشر کربن دی اکسید، باعث شده که توجه زیادی به آن ها جلب شود ( Zhang and Han, 2017) و حفاظت زیست محیطی خوبی شکل بگیرد. به دلیل این که بخش حمل و نقل یکی از موثر ترین واحد های نشر گاز های گلخانه ای بوده است ( He and Zhan, 2018; S. Wang et al., 2017)، تلاش ها و مجموعه اندازه گیری هایی انجام شده است تا بتوان الزام های توسعه پایدار چین را فراهم کرد. در نتیجه، چین به یکی از بزرگترین بازار های وسایل نقلیه الکتریکی در جهان تبدیل شده است و همواره در حال رشد با سرعت بالا می باشد ( Lin and Wu, 2018) و میزان فروش این وسایل نقلیه به 777.000 مورد رسیده است. با وجود مقیاس توسعه EV ، باید به این نکته اشاره کرد که عدم تعادل بین عرضه – تقاضا در زیر ساختار های وسایل نقلیه الکتریکی شارژی (EVCI) تبدیل به یکی از مهم ترین موانع توسعه EV در چین شده است. برای تامین نیاز شارژ ضروری برای این وسایل نقلیه، مشارکت بخش خصوصی- عمومی (PPP) یکی از روش هایی است که پیشنهاد شده و می تواند باعث جذب بخش خصوصی شده و در نتیجه از مزیت های تامین مالی آن ها ،طراحی، ساخت و ساز و عملیات برای فراهم کردن کیفیت بالا، سرویس های متنوع شارژ و ایجاد مزایای اجتماعی استفاده کرد ( Ou,2016).

جمع بندی

توسعه EV می تواند نقش بسیار مهمی برای رسیدن به مزایای زیست محیطی تمیز ایفا کند و باعث توسعه پایدار یک جامعه شود. معرفی روش اجرای پروژه به صورت PPP در ساخت زیر ساخت های شارژ EV برای حل عدم تعادل بین عرضه – تقاضا ، توسط دولت به عنوان یک روش موثر برای جذب سرمایه های خصوصی و بهبود عملکرد و خدمات، پشتیبانی شده است. تحلیل ریسک پروژه های PPP یکی از مهم ترین موضوعات ضروری برای بخش خصوصی می باشد تا نسبت به موفقیت پروژه مطمئن شود و باید مشخص شود کدام عوامل ریسک ممکن است بر روی پروژه تاثیر بگذارد. همچنین ما باید روش هایی داشته باشیم تا با استفاده از آن ها بتوانیم سطح ریسک کلی را با روش های علمی اندازه گیری کنیم. برای حل این مسئله، این مقاله یک روند شناسایی عوامل ریسک و ارزیابی پروژه EVCI PPP را با روش TOPSIS فازی ارائه می کند. در نتیجه، ما 17 عامل ریسک بحرانی را به عنوان معیار ارزیابی از طریق مرور مقالات و نظر سنجی پرسش نامه ای شناسایی کردیم و وزن های معیار ها را با استفاده از روش میانگین نرمال شده مشخص کردیم و رتبه بندی روش های جایگزین را بر اساس همین روش، مشخص کردیم . یک تحلیل مقایسه ای و تحلیل حساسیت نیز برای تایید امکان پذیری و تاثیر این مدل، انجام شد. ارزیابی خطر و تحلیل پروژه های PPP مهم ترین موضوعات در این زمینه هستند و می توانند توجه تمام محقق های جهان را به خودشان جلب کنند. به عنوان بخشی از ساخت و ساز زیر ساخت ها، تحلیل خطر زیر ساخت های شارژ نقش مهمی را ایفا می کند اما مقالات کمی به بررسی ریسک ها و ارزیابی جامعه در زمینه فعالیت های بخش خصوصی انجام داده اند. هدف این مقاله ، تکمیل این خلا می باشد.

Abstract

With increasing worldwide attention on clean energy and sustainability of environment development, electric vehicle (EV) projects have been growing in number and scale all over the world. However, increasing demand-supply imbalance in charging infrastructure becomes the major obstacle of Chinese EV development. Governments are applying Public-Private Partnership (PPP) mode in this field to effectively make use of solid capital and advanced technological capability of private sector to improve charging performance and service. To ensure project success, risk evaluation, which has remained nebulous, has become a crucial step. This paper aims to explore risk factors through questionnaire survey and calculate the overall risk levels of EV charging infrastructure PPP projects with an integrated approach with Fuzzy Order Preference by Similarity to Ideal Solution (Fuzzy TOPSIS). Results of risk factors identification consisted of project/technical, political/legal, economic and social/environmental risk categories and four risk factors were selected for specific concern of charging infrastructure in China: inadequate PPP project experience, high battery cost, long charging period and power price rise. Overall risk levels of three alternative projects were evaluated and ranked with proposed approach whose feasibility and effectiveness were verified through a comparative analysis and a sensitivity analysis. Moreover, awareness of existing risks, suggestions were provided for private sectors of EV charging infrastructure PPP project. The detailed implications and limitations were presented in the suggestions and the conclusions.

1- Introduction

As global sustainable development, energy saving and emission reduction have become necessary and urgent issues. Electric vehicles (EVs), which play a key role in strategic development plans as a promising technology to promote environmental quality, livability, and sustainability without significantly reducing convenience or mobility (Stark Juliane et al., 2018; White and Sintov, 2017), has been given more attention for its outstanding performance in carbon emission reduction (Zhang and Han, 2017) and environment protection. Since transport sector has been one of the top contributors in greenhouse gas emissions (He and Zhan, 2018; S. Wang et al., 2017), significant efforts and series of measurements have been taken to satisfy China’s sustainable development requirements. As a result, China has become the world’s largest electric vehicle market and continues to maintain a high-speed growth (Lin and Wu, 2018) and its sales totaled 777,000 in 2017. Despite the EV development scale, it is noteworthy that demand-supply imbalance in electric vehicle charging infrastructure (EVCI) has become the major obstacle of EV development in China. To satisfy increasingly urgent charging demand, public-private partnership (PPP) mode has been introduced and supported to attract private sectors and make use of their advantages in financing, design, construction and operation for providing high quality, efficient and diverse charging services and creating social benefit (Ou, 2016).

7- Conclusions

EV development can play a significant role in achieving clean environmental benefits and contribute to sustainability of the society. Introducing PPP mode into EV charging infrastructure construction to solve demand-supply imbalance is highly encouraged by the government as an effective mean to attract private capital and improve charging performances and services. Risk analysis of a PPP project is necessary for the private sector to ensure project success and it’s important to understand what risk factors might influence the project and how to calculate the overall risk level with scientific approach. To solve this problem, this paper constructed a risk identification and evaluation framework of EVCI PPP project with an integrated fuzzy TOPSIS approach. As the results, we selected 17 critical risk factors as evaluation criterion through literature review and questionnaire survey, determined criterion weights with normalized mean method and evaluated and ranked alternatives with proposed approach. A comparative analysis and a sensitivity analysis were constructed to verify feasibility and effectiveness of the model. Risk evaluation and analysis of PPP project are most critical issues and attract attentions from researchers all over the world. As part of main infrastructure construction, risk analysis of charging infrastructure plays a significant role though few literature has carefully identify its risk factors and conduct comprehensive evaluation in this field for the private sector. This paper intents to contribute to this section.

چکیده

نظریه مجموعه فازی شهودی می تواند در رابطه با مدلهای (EE-IO-LCA) ارزیابی چرخه حیات بر اساس ورودی-خروجی محیط زیستی برای کمک به تصمیم گیرندگان در جهت نشان دادن ابهامات و عدم قطعیتهای ذاتی در مسائل برنامه ریزی انرژی پایدار خاص به کار برده شود. در این راستا، مدل EE-IO-LCA می تواند با تئوری مجوعه فازی شهودی برای برنامه تصمیم گیری چند معیاری همراه با مجموعه ای از شاخصهای زیست محیطی و اقتصادی-اجتماعی ترکیب شود. برای رسیدن به این هدف، این مطالعه استفاده از تکنیک را برای ترتیب اولویت توسط شباهت به روش حل ایده آل برای انتخاب بهترین جایگزین انرژی بادی برای مسئله MCDM دولایه ای پیشنهاد می کند که نیازمند قضاوت کارشناسانه برای اعمال همزمان وزن مناسب به هر فاز چرخه حیات است و شاخص پایداری نیز باید در نظر گرفته شود. نوآوری این تحقیق این است که پیشنهاد یک روش MCDM نه مرحله ای را برای حل مسائل مرتبط با تصمیم گیری انرژی پایدار با استفاده از ترکیب تکنیهای مختلف را می دهد: 1) روش آنتروپی (بی نظمی) فازی شهودی برای شناسایی اهمیت جداگانه فازها و معیارها 2) یک عملگر IFWGA برای ایجاد یک ماتریس زیر تصمیم با وزنهای اعمال شده به تمام شاخصهای مرتبط و 3) یک عملگر IFWAA برای ساختن ماتریس فوق تصمیم با وزنهای اعمال شده به همه فازهای چرخه حیات. سپس این روش پیشنها شده بعنوان مطالعه موردی برای برنامه ریزی انرژی پایدار مخصوصا برای انتخاب توربینهای بادی نزدیک به ساحل و دور از ساحل V80 و V90 که باید در ایالات متحده نصب شوند به کار برده می شود. اعتقاد بر این است که این روش یک راهنمای حیاتی برای متخصصین LCA در جهت انتخاب بهترین جایگزین انرژی تحت یک سناریوی تصمیم گیری متغیر در آینده فراهم خواهد کرد. 

6. نتیجه گیری و کارهای آتی

در این مطالعه روش TOPSIS فازی شهودی برای ارزیابی فناوریهای انرژی بادی در ایالات متحده پیشنهاد شد، اول، نتایج تحلیل EE-IO-LCA برای تعیین کمی اثرات زیست محیطی و اقتصادی-اجتماعی توربینهای بادی ساحلی و دور از ساحل در هر فاز چرخه حیات استفاده می شود، بعد از آن تصمیم گیرندگان هر جایگزین انرژی را بر اساس اثرات پایداری TBL هر مرحله LCA ارزیابی کردند. دوم، نتایج ارزیابی حاصل شد، با در نظر گرفتن وزنی کاربردی هر معیار خاص و هر فاز چرخه حیات و همچینین با استفاده از عملگرهای IFWAA و IFWGA و در نظر گرفتن تاثیر تصمیم گیرندگان بر روی جایگزینها و تاثیر گروهی کلی بر روی انتخاب معیارها و فازهای چرخه حیات برای تحلیلهای بیشتر. در نهایت، روش پیشنهادشده برای یک مطالعه موردی واقعی استفاده شدکه در آن هدف رتبه بندی عملکرد توربینهای بادی نصب شده در ایالات متحده بود. بر اساس ارزیابیهای کارشناسی، مرحله تولید بیشترین وزن را برای رتبه بندی عملکرد پایدار جایگزینهای انرژی بادی دارد که به دنبال آن مراحل ساخت و تولید به ترتیب قرار دارند، در حالیکه مرحله استفاده کمترین وزن  را دارد. در میان گروههای تاثیر زیست محیطی، نشر گازهای گلخانه ای بیشترین اهمیت را دارد. توربین بادی دور از ساحل V90 بالاترین رتبه را در میان چهار توربین به کار گرفته شده در این مطالعه دارد. بعلاوه توربینهای بادی با ظرفیت تولید توان بیشتر (توربینهای V90 ساحلی و دور از ساحل) جایگزینهای بهتری نسبت به انهایی هستند که ظرفیت تولید پایینی دارند (توربینهای V80 ساحلی و دور از ساحل). 

Abstract

Intuitionistic Fuzzy Set theory can be used in conjunction with environmentally extended input–output based life cycle assessment (EE-IO-LCA) models to help decision makers to address the inherent vagueness and uncertainties in certain sustainable energy planning problems. In this regard, the EE-IO-LCA model can be combined with an intuitionistic fuzzy set theory for a multi-criteria decision making (MCDM) application with a set of environmental and socio-economic indicators. To achieve this goal, this study proposes the use of the Technique for Order of Preference by Similarity to Ideal Solution method to select the best wind energy alternative for a double layer MCDM problem, which requires expert judgments to simultaneously apply appropriate weighting to each life cycle phase and sustainability indicator to be considered. The novelty of this research is to propose a generic 9-step fuzzy MCDM method to solve sustainable energy decision-making problems using a combination of three different techniques: (1) an intuitionistic fuzzy entropy method to identify the individual importance of phases and criteria; (2) an IFWGA operator to establish a sub-decision matrix with the weights applied to all relevant attributes; and (3) an IFWAA operator to build a super-decision matrix with the weights applied to all of the life-cycle phases considered. This proposed method is then applied as a case study for sustainable energy planning, specifically for the selection of V80 and V90 onshore and offshore wind turbines to be installed in the United States. It is strongly believed that this methodology will provide a vital guidance for LCA practitioners in the future for selecting the best possible energy alternative under an uncertain decision-making scenario.

6. Conclusions and future work

In this study, an intuitionistic fuzzy TOPSIS method was proposed for evaluating wind energy technologies in the US First, the results of an EE-IO-LCA analysis are used to quantify the overall environmental and socio-economic impacts of onshore and offshore wind turbines at each life cycle phase, after which the decision makers evaluated each energy alternative based on the TBL sustainability impacts of each LCA phase. Second, the evaluation results were obtained, taking into account the applicable weight of each specified criterion and each life cycle phase, also using IFWAA and IFWGA operators to account for the influence of individual decision makers on alternatives and the overall group influence on the selection of criteria and life cycle phases for further analysis. Finally, the proposed method was applied to a real case study in which the aim was to rank the performance of wind turbines installed in the US Based on expert evaluations, the manufacturing phase has the highest weight for ranking the sustainability performance of wind energy alternatives, followed by the construction and manufacturing phases, respectively, while the use phase has the lowest weight. Among the environmental impact categories, GHG emissions have the largest importance out of all of the indicators considered in this analysis. The V90 offshore wind turbine was ranked the highest out of the four wind turbine alternatives compared in this study. In addition, wind turbines with a higher power generation capacity (in this case, the V90 onshore and V90 offshore turbines) were found to be better alternatives than those with a lower capacity (the V80 onshore and offshore).

1- Introduction

Yager1,2 introduced a generalization of intuitionistic fuzzy set, which is referred to as Pythagorean fuzzy set (PFS), to handle the situation in which a membership degree and a nonmembership degree have a sum that is greater than one and therefore they are allowable as Pythagorean membership grades rather than allowable for the space of intuitionistic membership grades. Recently, Zhang and Xu3 provided the general definition of PFSs. They defined some novel operational laws of PFSs and investigated their desirable properties. To facilitate the discussion of PFSs, the ordered pair composed of its membership and nonmembership degrees is usually denoted as a Pythagorean fuzzy number (PFN). Motived by the study of Szmidt and Kacprzyk,4 Zhang and Xu further provided the concept of distance measure for PFNs and proved some of its important properties. In Section 3 of Zhang and Xu’s paper, they proposed the following theorem.

4- CONCLUSIONS

In this note, we point out an error to the proof of Theorem 3.4 in the literature3 by a counterexample. A new proof is therefore provided. As we mentioned in the introduction that the concept of distance measure for PFNs is motived by the Hamming distance of intuitionistic fuzzy numbers provided in Szmidt and Kacprzyk’s study, we can accordingly infer and then verify that IFNs also preserve this key property based on the intuitionistic fuzzy Hamming distance. That is to say, for any three IFNs αj = I (μαj , ναj )(j = 1, 2, 3) , if α1 ≤ α2 ≤ α3, then we can prove d(α1, α2) ≤ d(α1, α3) and d(α2, α3) ≤ d(α1, α3) similarly by using our proof of Theorem 3.4 for reference. Considering the further theoretical research and developmental actuality about Theorem 3.4, the revised proof of it provides a sound theoretical foundation.

A combined fuzzy AHP and fuzzy TOPSIS based strategic analysis of electronic service quality in healthcare industry

Abstract

Service sector is under pressure to deliver continuing performance and quality improvement while being customer-focused. In recent terms, there exists web based or electronic service quality (e-sq) concept. With the birth of electronic commerce, it has become important to be able to monitor and enhance e-sq. Therefore, this study will examine the e-sq concept and determine the key components of e-sq. The e-sq framework is employed by the aid of service quality (SERVQUAL) methodology as the theoretical instrument. Finally, proposed e-sq framework is illustrated with a web service performance example of healthcare sector in Turkey by using a combined multiple criteria decision making (MCDM) methodology containing fuzzy analytic hierarchy process (AHP) and fuzzy technique for order performance by similarity to ideal solution (TOPSIS). The work presented in this paper shows the applicability of the e-sq framework in explaining the complexity of aspects observed in the implementation of healthcare services via internet.

1 Introduction

From now on, firms must compete not only with internal firms, but also with external firms in today’s global conditions. It is very important to get the whip hand of competition by providing the congruity of the services to the expectations of consumers. It is also important to achieve a desirable, qualified service because quality is achieved when the needs and expectations of the customer are met. By the meaning, the qualities of the services should be measured. Also in recent terms there exists web based or e-service quality (e-sq) concept. With the birth of electronic commerce (e-commerce), it has become important to be able to monitor and enhance e-sq. So in this study, e-sq concept and the accompanying e-sq of healthcare sector are researched and analyzed. There are many affords to measure e-sq, but service quality (SERVQUAL) methodology (Brown, Churchill, & Peter, 1993; Cronin & Taylor, 1992; Parasuraman, Zeithaml, & Berry, 1985) is chosen because it is the most used and preferred methodology. Our aim is to adapt the SERVQUAL instrument to assess healthcare e-sq. While a significant body of academic literature exists on service quality in healthcare industry (Babakus & Mangold, 1992; Bakar, Akgün, & Al Assaf, 2008; Bowers & Kiefe, 2002; Chae, Kim, Tark, Park, & Ho, 2003; Chang, Hsiao, Huang, & Chang, 2011; Isaac, Zaslavsky, Cleary, & Landon, 2010; Lee, Delene, Bunda, & Kim, 2000; Li, 1997), little is known about e-sq (Bilsel, Büyüközkan, & Ruan, 2006; Bose, 2003; Chang, 2007; Chou & Chou, 2002; Gruca & Wakefield, 2004; Hadwich, Georgi, Tuzovic, Büttner, & Bruhn, 2010; Provost, Koompalum, Doong, & Martin, 2006). To effectively evaluate e-sq, both qualitative and quantitative factors must be considered. Thus, e-sq performance measurement is a kind of multiple criteria decision making (MCDM) problem. This study includes a combined fuzzy analytic hierarchy process (AHP) (Saaty, 1980) and fuzzy technique for order performance by similarity to ideal solution (TOPSIS) (Hwang & Yoon, 1981) methods to measure e-sq performance. Fuzzy set theory aids (Zadeh, 1965) in measuring the ambiguity of concepts that are associated with human being’s subjective judgment. Since the performance evaluations are done with decision makers’ preferences, its evaluation must therefore be conducted in an uncertain, fuzzy environment. Also by applying AHP in obtaining criteria weight and TOPSIS in ranking, the comprehensiveness and reasonableness of the e-sq measurement process is strengthened. The paper is organized as follows: In the second section, the background of e-sq is examined by literature survey. Then in the third section, e-sq concept is discussed in healthcare industry. After expressing the methodology of the study in section four, section five presents the case study. Finally, the sixth section concludes the paper.

Fuzzy AHP to determine the relative weights of evaluation criteria and Fuzzy TOPSIS to rank the alternatives

Abstract

The aim of this study is to propose a Fuzzy multi-criteria decision-making approach (FMCDM) to evaluate the alternative options in respect to the user’s preference orders. Two FMCDM methods are proposed for solving the MCDM problem: Fuzzy Analytic Hierarchy Process (FAHP) is applied to determine the relative weights of the evaluation criteria and the extension of the Fuzzy Technique for Order Preference by Similarity to Ideal Solution (FTOPSIS) is applied to rank the alternatives. Empirical results show that the proposed methods are viable approaches in solving the problem. When the performance ratings are vague and imprecise, this Fuzzy MCDM is a preferred solution.

1 Introduction

MCDM refers to finding the best opinion from all of the feasible alternatives in the presence of multiple, usually conflicting, decision criteria. Priority-based, outranking, distance-based and mixed methods could be considered as the primary classes of the current methods [1]. Multiple objective decision-making (MODM) consists of a set of conflicting goals that cannot simultaneously be achieved. It concentrates invariably on the continuous decision spaces, and can be solved by mathematical programming techniques. MODM deals generally with (i) preferences relating to the decision maker’s objectives and (ii) the relationships between objectives and attributes. An alternative could be described either in terms of its attributes or in terms of the attainment of the decision maker’s objectives [11].

MADM deals with the problem of choosing an option from a set of alternatives, which are characterized in terms of their attributes. MADM is a qualitative approach due to the existence of the criteria subjectivity. It requires information on the preferences among the instances of an attribute, and the preferences across the existing attributes. The decision maker may express or define a ranking for the attributes in terms of importance/weights. The aim of the MADM is to obtain the optimum alternative that has the highest degree of satisfaction for all of the relevant attributes [11].

One of the most outstanding MCDM approaches is the Analytic Hierarchy Process (AHP) [2,39], which has its roots in obtaining the relative weights among the factors and the total values of each alternative based on these weights. In comparison with other MCDM methods, the AHP method has widely been used in multi-criteria decision-making and has been applied successfully in many practical decision-making problems [40]. In spite of AHP method popularity, this method is often criticized because of its inability in handling the uncertain and imprecise decision-making problems [3]. TOPSIS, another MCDM method, is based on choosing the best alternative, which has the shortest distance from the positive-ideal alternative and the longest distance from the negative-ideal alternative. More detailed information about the TOPSIS method can be found in Hwang and Yoon [4].

In the primitive forms of the AHP and TOPSIS methods, experts’ comparisons about the criteria, sub-criteria, and alternatives are represented in the form of exact numbers. However, in many practical cases, the experts’ preferences are uncertain and they are reluctant or unable to make numerical comparisons. Fuzzy decision-making is a powerful tool for decision-making in fuzzy environment. Classical decision-making methods work only with exact and ordinary data, so there is no place for fuzzy and vague data. Human has a good ability for qualitative data processing, which helps him/her to make decisions in fuzzy environments.

The main objective of this paper is to propose new AHP and TOPSIS methods’ frameworks for dealing with the evaluations’ uncertainty and imprecision in which the expert’s comparisons are represented as fuzzy numbers. In this paper, we will use Fuzzy Analytic Hierarchy Process (FAHP) method for determining the final weights of alternatives, also by using a group of experts’ comparisons. However, for evaluating the alternatives of multicriteria problems, different attribute weights have an important role in the decision-making process.

Stam and Silva [41] use multiplicative priority rating methods for the AHP. Saaty [2] showed that eigenvector of one pairwise comparison matrix represents the local priority weights of the compared elements (criteria, sub-criteria, and alternatives). Abosinna and Amer [42] extend TOPSIS approach to solve multiobjective large-scale nonlinear programming (MOLSNLP) problems. Aguaron et al. [5] focused on evaluating the consistency of the experts’ judgments in AHP decision support system (DSS). Holloway and White [43], with uncertainty, used the question– response process as a sequential decision-making method and developed a dynamic programming for it. One of the most diffused approaches in MCDM is the simple additive weight method (SAW), in which all the criteria is weighted by a suitable real number, representing the importance of them. In spite of its simplicity, the SAW method has some problems: no interaction among the attributes is admitted, so the preferential independence axiom is required. Moreover, some difficulties exist about the weights assignment. So later, some new methods such as AHP are suggested [2], and other tools such as Fuzzy logic, and the theory of aggregation operators [6] have been used to improve multiobjective decision-making methods.

For evaluating airlines’ service quality, Tsaur et al. [7] use AHP method to calculate the criteria weights and use TOPSIS method to determine the alternatives’ ranking. Feng and Wang [19] uses TOPSIS method for evaluating the performance of different airlines. TOPSIS and Fuzzy TOPSIS methods have been applied in different applications, and are commonly used in solving multiple attribute decision problems (MADM) [8,9].

Isiklar and Buyukozkan [10] use a multi-criteria decisionmaking approach to evaluate mobile phone alternatives. In this paper, we try to solve their problem but in a fuzzy environment. Yang and Hung [11] focuses on the evaluation of alternative layout designs. We use their problem but we solve it with FAHP and FTOPSIS procedures. Our proposed methodology consists of two steps: in the first step, Fuzzy Analytic Hierarchy Process (FAHP) is applied to determine the relative weights of the evaluation criteria. In the second step, fuzzy TOPSIS method (FTOPSIS) is applied to rank the alternatives.

The rest of this paper is organized as follows: The evaluation framework is presented in Section 2. The next section illustrates the methods used to compute the criteria weights and to select the best alternative. Section 4 illustrates these methods in detail for the special defined problem of this paper. Computational results are represented in Section 5 and Section 6 includes the conclusions and future researches.
