چکیده

ریسک های احتمالی روند اجرای یک پروژه خاص مورد تحلیل و به منظور کاهش تاثیر منفی بر این پروژه مقیاسهایی توسعه و مطرح شدند. هدف این تحقیق یک پروژه انرژی باد ، به عبارت دیگر، نیروگاه بادی که به عنوان بخشی از سیستم ملی انرژی عمل می کند، می باشد. اجرای این پروژه به عوامل بیرونی و درونی ریسک که مشخصه چنین پروژه هایی در بخش واقعی اقتصاد تحت شرایط فعلی است، مرتبط می باشد. چنین ریسکهایی طبقه بندی شده اند و ساختار نسبی تعدیل ریسک ،که شامل سه جز اصلی است، با در نظر گرفتن ویژگی‌های پروژه خاص انرژی باد، مورد تحلیل قرار داده شده است. فناوری نوینی که برای اجرای پروژه ، تولید برق با استفاده از باد انتخاب شده ، که برای محدود کردن تاثیر منفی ریسکهای فوق الذکر استفاده می‌شود، توصیف شده است. ابزارهای مدیریت استراتژیک جدید مانند تحلیل SWOT و ماتریس McKinsey ، که برای شناسایی ریسکهای پروژه مفید هستند ، مورد بررسی قرار گرفته شده‌اند. مختصات موقعیت نقطه ای پروژه برای پروژه انرژی بادی که در حال اجرا است، در ماتریسMcKinsey روی محورها تعیین شد : یعنی مزایا در برابر رقبا و جذابیت بازار. همچنین، بخش توصیف کننده چشم اندازهای توسعه پروژه برای استفاده آتی به عنوان ابزاری جهت شناسایی ریسک فراهم شد. پس از شناسایی ریسک‌ها، معیارهای خاص حمایت دولتی و معیارهای خاص مدیریت پروژه، توسعه و مطرح شد تا با هدف محدود کردن تاثیر منفی ریسک های احتمالی پروژه، اجرا شوند.

6- نتیجه گیری

به منظور شناسایی ریسکهای بالقوه ، ارزیابی امکان پذیری و امکان سنجی مالی پروژه ای که تحت بررسی محیط خارجی و داخلی (روش تحلیل SWOT)یا به عبارت دیگر محیط پروژه انرژی باد تحلیل می شود بایستی انجام بگیرد. استفاده از دیگر روشها برای تشخیص این ریسک ها بر مبنای نقاط خارجی و داخلی پروژه انرژی باد پیشنهاد می شود که بایستی با کمک طبقه بندی های ماهرانه Mckinsey ارزیابی شود. این طبقه بندی ها به محاسبه جذابیت ناحیه فعالیت و رقابتی بودن پروژه به شکل میانگین های وزنی برای موقعیت یابی آتی بر ماتریس Mckinsey کمک می کند. موقعیت یابی پروژه انرژی باد در ماتریس Mckinsey به شکل یک نقطه پایه و یک بردار جهت دار به چشم اندازها برای توسعه این پروژه این اجازه را می دهد تا از لحاظ وقوع ریسک هایی که می توانست از این توسعه جلوگیری کند مورد قضاوت قرار گیرند. استفاده عملی این محاسبات اجازه تشخیص بموقع وقوع و کاهش تاثیر منفی ریسک های احتمالی خواهد داد که به طبع به دست یابی به نتایج مناسب در اجرای پروژه های انرژی باد تجاری کمک خواهد کرد.

Abstract

Analysis of possible risks in the process of implementing a specific project has been carried out, measures to reduce their negative impact on the project have been developed and proposed. The object of study is a wind energy project, namely a wind farm working as part of the national energy system. The implementation of the project is related to both external and internal risk factors that are characteristic to such projects in the real economy sector under the current conditions. Such risks have been classified and the fractional structure of risk adjustment has been analysed taking into account the properties of the particular wind energy project, which consists of three main components. A description has been given of the innovative technology selected for project implementation, power generation using wind, which is used to limit the negative influence of the above-mentioned risks. The current strategic management tools, such as SWOT analysis and McKinsey matrix, which are useful for the identification of project risks, have been examined. For the wind energy project that is being implemented, the project dot location coordinates were determined in the McKinsey matrix on axes: Advantages against competitors and Market attractiveness. Also, a sector characterising the project development prospects was established to be subsequently used as a tool for risk identification. Following the identification of risks, specific measures of state support and special project management measures were developed and proposed to be implemented with the aim of limiting the negative influence of the possible project risks.

6- Conclusion

In order to identify potential risks, the evaluation of the viability and financial feasibility of the project being analysed shall be done under the joint consideration of the internal and external environment (the SWOT-analysis method), i.e. the environment of the wind energy project. It is suggested to use the other method for the identification of risks based on the internal and external points of the wind energy project, which have to be evaluated with the help of the McKinsey expert ratings. These ratings help to calculate the attractiveness of the area of activity and the competitiveness of the project in the form of weighted averages for subsequent positioning on the McKinsey matrix. Positioning of the wind energy project on the McKinsey matrix in the form of a base point and a directional vector allows the prospects for the development of the project to be judged in terms of the occurrence of risks that could hinder this development. The practical use of these evaluations will allow timely identification of the occurrence and reduction of the negative impact of possible risks, which in turn will help to achieve good results in the implementation of commercial wind energy projects.

چکیده

برنامه ریزی راهبردی، یک ابزار مدیریت مهم و حیاتی برای طرح ریزی اهداف کسب و کار بلند مدت می باشد به طوری که نه تنها برای کسب و کار های بزرگ مهم است بلکه قابل کاربرد به کسب و کار های کوچک علی رغم منابع محدود آن هاست. سازمان ها برای انجام کارامد تر این کار، بایستی نقاط قوت و ضعف خود را تعیین کنند. سازمان ها بایستی برنامه های عملیاتی مناسب را برای غلبه بر این نقاط ضعف ارایه کنند و اولویت بندی برنامه های عملیاتی بر طبق منابع محدود بسیار مهم است. در عملیات فعلی، یک مدل ترتیبی برای غلبه بر مسائل اولویت بندی در منابع مربوطه مورد مطالعه قرار نگرفته است. از این روی ما مدل ترتیبی فازی(FSM) را برای کمک به سازمان ها در فرایند برنامه ریزی راهبردی پیشنهاد می کنیم. این مدل شامل چهار مرحله است: تعیین میزان پذیرش زمینه های بهبود و پیشرفت(OIA) تعیین علت اصلی، توسعه برنامه های عملیاتی برای هر علت ریشه ای و تعیین اولویت OIA ها برای برنامه های عملیاتی. مدل پیشنهادی در یک شرکت متوسط کوچک تولیدی محلی(SME) به عنوان یک مطالعه موردی دنیای واقعی استفاده شد. نتایج مطالعه موردی نشان می دهد که OIA های در اولویت برای SME به ترتیب شامل موارد زیر هستند: مدیران سطح میانی که طرح های ناکافی پیاده می کنند، ناتوانی درانطباق با تقویم طراحی در فرایند تحقیق و توسعه و فرایند های توسعه محصول(P&d)، مقدار کالای کم.

5- نتیجه گیری

در دنیای رقابتی امروزه، بسیاری ازSME ها با کمبود منابع نظیر زمان،پول و نیروی کار مواجه هستند. اگرچه اتخاذ تصمیمات راهبردی و بلند مدت برای SME ها یک مسئله مهم است، آن ها در زمان تخصیص منابع لازم برای تحقق برنامه های راهبردی با مشکل مواجه می شوند. در این مطالعه، مدل ترتیبی متشکل از روش های مختلف برای حل این مسئله ایجاد شد. این مدل ترتیبی شامل چهار مرحله است: تعیین OIA ها، تعیین علت اصلی، توسعه برنامه های عملیاتی برای هر علت اصلی و تعیین اولویت های OIA. مدل پیشنهادی در یک SME تولیدی محلی اجرا شد. در ابتدا یک تحلیل SWOT برای تعیین OIA ها انجام شد. از این نظر، ما سعی کردیم تا علل اصلی OIA را با RCA مشخص کنیم. سپس، هر علت اصلی به یک طرح عملیاتی بر طبق طبقه بندی بولدن اصلاح شده تطبیق شد. اثر اجتماعی یک بعد مهمی است و به همین دلیل پنجمین ردیف به طبقه بندی بولدن اعمال شد. در نتیجه این مرحله، 12 OIA مطابق با علل اصلی و 18 برنامه عملیاتی مختلف برای شرکت ABC تعیین شد. سپس ما از F-ANP برای اولویت بندی OIA ها با مقایسات زوجی استفاده کردیم. در نهایت برنامه های عملیاتی احتمالی با این OIA ها اولویت بندی می شوند. از این روی این مدل بر طبق برنامه ریزی راهبردی، امکان رتبه بندی و ارایه اطلاعات را در مورد این که کدام OIA/ مسئله دارای اهمیت بیشتری برای SME است فراهم می کند. ما بر این باوریم که این مطالعه دو اهمیت برجسته را در منابع دارد. اول، توسعه یک مدل ترتیبی برای امکان استفاده موثر از منابع محدود در برنامه ریزی راهبردی. دومف بهبود طبقه بندی تولید بولدن با توجه به اثر اجتماعی. این مطالعه می تواند توسط هر دو محققان و متخصصان صنعتی در زمینه برنامه ریزی راهبردی و تصمیم گیری مورد استفاده قرار گیرد. برای مطالعات آینده، روش اولویت بندی برنامه های عملیاتی در FSM را می توان با روش های MCDM مقایسه و بهبود بخشید.

Abstract

Strategic planning is a vital management tool for projecting the long-range business goals and is not only for big businesses, but also applicable to small businesses in spite of their limited resources. To do this effectively, organizations should determine their strengths and weaknesses. Organizations have to produce appropriate action plans to overcome these weaknesses and it is very important to prioritize the action plans according to limited resources. In the current practice, a sequential model for overcoming this prioritization problem has not been studied in the related literature. Therefore we proposed a fuzzy sequential model (FSM) to help organizations in strategic planning process. This model includes four steps which are; determining open to improvement areas (OIAs), determining the root cause, developing action plans for each root cause and determining priority of OIAs hence action plans respectively. The proposed model was applied in a local manufacturing small medium enterprise (SME) as a real world case study. Results of the case study show that relatively more prioritized OIAs for the SME are, “mid-level managers take inadequate initiatives”, “failure to comply with the design calendar in Research & Development (R&D) and Product Development (P&D) processes”, “small lot sizes”, respectively.

5. Conclusions

In today’s competitive world, many SMEs are facing lack of resources such as time, money and workforce. While it has already been a crucial problem for SMEs to make long term goals and make strategic decisions, they suffer more when it comes to allocating necessary resources for the realization of strategic plans. In this study we built a sequential model consisting of different methodologies to relax this problem. This sequential model includes four steps which are; determining OIAs, determining the root cause, developing action plans for each root cause and determining priorities of OIAs. The proposed model had been applied in a local manufacturing SME. First we made a SWOT analysis to determine OIAs. Starting from this point of view, we tried to find out what the root causes of the OIAs are with RCA. Subsequently we matched each root cause to an action plan according to modified Bolden’s taxonomy. We believe social impact is an unignorable aspect that is why we added fifth row to the Bolden’s taxonomy. As a result of this step we determined 12 OIAs matched with root causes and 18 different action plans for ABC company. Afterwards we used F-ANP to prioritize OIAs with pairwise comparisons. Eventually we managed to prioritize possible action plans to those OIAs. Therefore this model gives rankings and insights about which problem/OIA has more important role for the SME according to strategic planning. We believe this study has two distinguished contributions to the related literature. The first one is the development of a sequential model which enables effective usage of limited resources in strategic planning. The second one is enhancing Bolden’s manufacturing taxonomy with the aspect of social impact. This study can be used by both researchers and industrial practitioners in the field of strategic planning and decision making. For the future studies, action plan prioritizing method used in the FSM can be compared and improved with other MCDM methods.

Presenting a Strategic Plan of Integrated Water Resources Management by using SWOT in Bushehr Province

Arid and semi-arid lands are faced with water stress. In turn of the millennium, many semi-arid and arid regions of the world, including Iran are facing water problems. Shortage of water resources and the mismatch between needs and available resources, the global management of water systems has encountered serious challenges. One of the successful solutions to problems in many parts of the world, experience, participation of water users and other stakeholders in water resource management, which has become imperative. Strategies require a realistic understanding of the surrounding environment. Outside, joined the opportunities available to companies and organizations, and also in the direction they make threats. In this study, in order to derive strategies for in management of water resources, SWOT strategy formulation technique which is used by internal and external factors affecting watershed groups, mining strategy and quantitative Strategic Planning Matrix using the group selects strategies. For this reason, the weaknesses, strengths, opportunities and threats of the use of experts and experts in the field of water and a review of studies in the field and brainstorming and group decision-making and the extraction rate and rank the importance of each of the factors in evaluation matrix were determined. According to the results, the strengths and overcome their weaknesses and water resources with more threats than opportunities facing. The Strategies Group WT (defensive strategy) selected in this way were identified as strategies to implement them, possibility of achieving the goals and vision of providing water.

1 Introduction

Occurrence of water management may be time to start living humans and agriculture is linked by the river. Bushehr province has a warm and dry climate, structure of the Achaemenid and Sassanid blue traces represent the people and government of the water. So that available resources are not only supplying the needs of the present generation, but also for the future generations will not remain. One of the requirements of today’s water sector, in close coordination between the different sectors of water use such as agriculture, industry, etc. optimize the use of available water resources. Water is one of the biggest challenges of this century that could be the source of many of the developments. Reducing the supply and the demand in the world has undoubtedly led to vacuum creating crisis. This imbalance in the local, regional, national or global dimension is inhibited only by the set of management guidelines. The human need to create a series of coordinated measures to develop sustainable admitted to create a balance between sources and uses of water (Khan, Voss, Yu, & Michael, 2014). Complex decisions multilateral coordination, interaction and balance between costs and resources to create components and the corresponding changes of direction, makes clear the need for management and planning. However, evidence suggests that 98% of waste water through human resources and mismanagement of water resources and the correct pattern of consumption is caused according to the normal position Bushehr province management of water resources is very important (Comair et al., 2014). Strategic approach in the management of water resources, based on the total views, policies, structures and systems are effective in this context, the possibilities of sudden occurrence of a crisis and prevent future and contributes to the sustainable development of resources. Among them, the matrix SWOT strengths, weaknesses, opportunities and threats assessment system, it is more common and more popular (Setbrok Hill, 1997). This is a new tool for performance analysis and strategy formulation, design and evaluation strategies are used (Nelson, 2001). Berneroidr (2002) believes that strategic planning is necessary to develop a final strategy, all agents as part of a strategic planning process to be considered in the context of a SWOT analysis. SWOT method to check all internal and external factors affecting the basin strategies tailored to the region and contribute to the sustainable development of water resources in the region will extract. Among the applications of this technique in the field of water resources management can be done by Galkv – Ayala et al (2011) noted which utilizes the SWOT method to derive strategies in integrated management of water resources in Mozambique has the results of this study indicate the need for strategic management by a combination of factors is involved in the opportunities and threats SWOT group (Rehana & Mujumdar, 2014). Due to the application of SWOT strategy formulation in water resources management can provide acceptable results, in this research the strategic management of water resources Bushehr province that always faces a shortage of water resources, using this method to derive strategies is proportional to the area. In this regard, the method of brainstorming is a group decision-making procedure and to achieve the vision of the area has been derived factors SWOT matrix and then index and rank the importance of these factors. Quantitative Strategic Planning Matrix strategies using the best-known group and strategies will be extracted (Koch, Vögele, Kaltofen, Grossmann, & Grünewald, 2014).
