چکیده

خشکسالی به واقع بخش های اقتصادی، زیستگاه های طبیعی و جوامع را تحت تأثیر قرار می دهد. شناخت الگوهای مکانی و زمانی سابق خشکسالی بسیار حائز اهمیت می باشد زیرا پیش بینی وقوع خشکسالی در آینده را تسهیل نموده و فرایندهای تصمیم گیری برای اقدامات سازگارانه احتمالی را آگاهانه می سازد. این مسئله بخصوص از دیدگاه یک اقلیم درحال تغییر حائز اهمیت است. در این مطالعه از شاخص بارندگی استاندارد (SPI) توصیه شده توسط سازمان جهانی هواشناسی (WMO) برای بررسی الگوهای مکانی و زمانی خشکسالی در زامبیا از 1960 تا 2016 استفاده گردید. رابطه بین وقوع روزهای خشک متوالی (CDD؛ روزهای متوالی با کمتر از 1 میلی متر بارندگی) و SPI نیز بررسی شد. بردارهای افقی باد در hPa 850 طی مرکز فصل بارانی (دسامبر-فوریه) برای اطمینان از الگوهای جریان حین سال های خشکسالی شدید، بررسی گردیدند؛ و از اینرو با الگوهای جریان در سال 2007 که یک سال بارانی محسوب می شود، مقایسه شدند. سرعت عمودی فشار نیز بررسی شد. براساس توزیع گاما، SPI با موفقیت سال های فوق العاده خشک (با شاخص SPI کمتر یا برابر با 0/2-) در زامبیا یعنی سال های 1992 و 2015، یک سال شدیداً خشک (9/1- تا 5/1-) یعنی 1995، سال های نسبتاً خشک (4/1- تا 0/1-) یعنی سال های 1972، 1980، 1987، 1999 و 2005، و 26 سال تقریباً معمولی (9/0- تا 9/0) را طبقه بندی نمود. مشخص شد که وقوع CDD همبستگی قوی و منفی با SPI با ضریبی برابر با 6/0- دارد. نتایج دیگر نیز نشان دادند که حین سال های بارانی، زامبیا تحت تأثیر یک ناحیه کم فشار ساعتگرد بر فراز جنوب شرق آنگولا، یک ناحیه مشابه دیگر بر فراز قسمت های شمالی و شرقی، و یک ناحیه دیگر مشابه بر فراز اقیانوس هند می باشد. بطور کاملاً عکس، سال های خشک با یک ناحیه پرفشار پادساعتگرد بر فراز قسمت های جنوب غربی زامبیا مشخص شدند که مغایر فعالیت های بارندگی بر فراز کشور بود. علاو بر این، مشخصه سال های بارانی، ناهنجاری های سرعت عمودی فشار منفی بود که دال بر حرکت صعودی می باشد؛ درحالیکه سال های خشک با غلبه ناهنجاری های مثبت همراه بودند که حاکی از حرکت نزولی و ممانعت از بارندگی می باشند. این الگوها را می توان برای پیش بینی خشکسالی در زامبیا و کمک به برنامه ریزی راهبردی جهت محدود کردن آسیب بالقوه خشکسالی مورد استفاده قرار داد.

5- نتیجه گیری

Abstract

Drought acutely affects economic sectors, natural habitats and communities. Understanding the past spatial and temporal patterns of drought is crucial because it facilitates the forecasting of future drought occurrences and informs decision-making processes for possible adaptive measures. This is especially important in view of a changing climate. This study employed the World Meteorological Organization (WMO)-recommended standardized precipitation index (SPI) to investigate the spatial and temporal patterns of drought in Zambia from 1960 to 2016. The relationship between the occurrence of consecutive dry days (CDD; consecutive days with less than 1 mm of precipitation) and SPI was also investigated. Horizontal wind vectors at 850 hPa during the core of the rainy season (December–February) were examined to ascertain the patterns of flow during years of extreme and severe drought; and these were contrasted with the patterns of flow in 2007, which was a generally wet year. Pressure vertical velocity was also investigated. Based on the gamma distribution, SPI successfully categorized extremely dry (with a SPI value less than or equal to –2.0) years over Zambia as 1992 and 2015, a severely dry (–1.9 to –1.5) year as 1995, moderately dry (–1.4 to –1.0) years as 1972, 1980, 1987, 1999 and 2005, and 26 near normal years (–0.9 to 0.9). The occurrence of CDD was found to be strongly negatively correlated with SPI with a coefficient of –0.6. Further results suggest that, during wet years, Zambia is influenced by a clockwise circulating low-pressure zone over the south-eastern Angola, a second such zone over the northern and eastern parts, and a third over the Indian Ocean. In stark contrast, years of drought were characterized by an anti-clockwise circulating high-pressure zone over the south-western parts of Zambia, constraining precipitation activities over the country. Further, wet years were characterized by negative pressure vertical velocity anomalies, signifying ascending motion; while drought years were dominated by positive anomalies, signifying descending motion, which suppresses precipitation. These patterns can be used to forecast drought over Zambia and aid in strategic planning to limit the potential damage of drought.

5- Conclusions

This study examined the spatio-temporal variability of drought over Zambia. The standardized precipitation index (SPI) was used to explore drought occurrence during the period 1960–2016. SPI successfully classified extremely dry (SPI value of ≤–2.0) years as 2015 and 1992, a severely dry (–1.9 to –1.5) year as 1995, moderately dry (–1.4 to –1.0) years as 1972, 1980, 1987, 1999 and 2005, and 26 near normal years (–0.9 to 0.9). The occurrence of consecutive dry days was explored and it was found to be strongly negatively correlated with SPI with a correlation coefficient of –0.6. Horizontal wind vectors at 850 hPa were investigated during the core of the rainy season (December–February, DJF) to ascertain the patterns of flow during years of extreme and severe drought. These were contrasted with the patterns of flow in 2007, a generally wet year over Zambia. During wet years, Zambia is influenced by large-scale low-pressure zones which boost precipitation but tend to be indiscernible during years of dryness. Similar patterns (enhancement during wet years and reduction during drought years) were observed for omega (pressure vertical velocity) and relative humidity. If followed, these patterns may enable forecasting drought over Zambia and aid in strategic planning and management to limit the potential damage caused by drought.

مقدمه

Abstract

There is growing interest in floodplain conservation as a flood damage reduction strategy, particularly given the co-benefits that protected lands provide. We evaluate one such investment—a greenway along the Meramec River in St. Louis County, Missouri. We estimate the opportunity costs, the avoided flood damages, and the capitalization of proximity to protected lands into nearby home prices. To estimate avoided flood damages, we undertake a parcel-level analysis using the Hazus-MH flood model, a GIS-based model developed for FEMA that couples a hydrology and hydraulics model with a damage model relating flood depths to property damage. We examine the distribution of damages across parcels, demonstrating that careful spatial targeting can increase the net benefits of floodplain conservation. In addition, we estimate a hedonic model and find that the increased property values for homes near protected lands are more than three times larger than the avoided flood damages, stressing the continued importance of more traditional conservation values. The proximity benefits alone exceed the opportunity costs; the avoided flood damages further strengthen the economic case for floodplain conservation.

1 Introduction

Several severe flooding events over the last few years have brought increased attention to the damages caused by natural disasters. Worldwide, flooding is not only the most costly natural disaster, but has also affected the most people (Miller et al., 2008; Stromberg, 2007). In the United States over the twentieth century, out of all natural disasters, flood events were responsible for the highest number of fatalities and the most property damage (Perry, 2000). And the economic costs of flooding have been increasing over the last several decades, largely due to more people and property locating in hazardous areas (Pielke and Downton, 2000). In addition, many climate models predict an increase in heavy precipitation as the climate warms, which may increase the risk of flooding in certain locations (e.g. Kollat et al., 2012; Wuebbles et al., 2009).

6 Discussion and Conclusion

In this paper, we have undertaken a retrospective analysis of the costs and benefits of an investment in floodplain conservation, the Meramec Greenway in St. Louis County, Missouri. By developing a unique parcel-level database and a counterfactual scenario of forgone development, we were able to estimate the avoided flood damages of the Meramec Greenway and the full opportunity costs of the land preservation that has occurred to date. The floodplain conservation, like many such projects, was not undertaken solely for flood protection, however, but also for the range of other benefits these protected lands provide. We thus estimated a hedonic property model for the study area to identify the extent to which proximity to the Greenway was positively capitalized in housing values. Of note, these benefits are almost three times greater than the avoided flood damages and, on their own, exceed the opportunity costs of the conservation investment.

Abstract

This paper reviews the empirical literature on the economic impacts of natural disasters to inform both the modeling of potential future climate damages and climate adaptation policy related to extreme events. It covers papers that estimate the short- and/or long-run economic impacts of weather-related extreme events as well as studies identifying the determinants of the magnitude of those damages (including fatalities). The paper also reviews the small number of empirical papers on the potential extent of adaptation in response to changing extreme events.

1 Introduction

A growing consensus in the scientific community holds that climate change could be worsening certain natural disasters. The Intergovernmental Panel on Climate Change (IPCC) released a special report in early 2012, which notes that climate change could be altering the frequency, intensity, spatial extent, duration, and/or timing of many weather-related extreme events (IPCC, 2012). Even nonexperts are perceiving a trend toward more or worse extreme events: a 2012 poll of US residents found that, by a margin of 2:1, people believe that the weather is getting worse, and a large majority believe that climate change contributed to the severity of several recent natural disasters (Leiserowitz et al., 2012).

This paper reviews what we know about the economic impacts of natural disasters to inform both the estimation of potential climate damages using integrated assessment models and the potential extent of climate adaptation to extreme events. The paper limits focus to empirical estimates of the economic costs of natural disasters and findings on the determinants of economic damages and fatalities. The paper then also provides an overview of the handful of empirical papers to date on the likely extent of adaptation in response to changes in extreme events. Given the focus on informing climate scholarship and policy, the paper looks specifically at hydrometeorological (or weatherrelated) disasters and not geophysical disasters, since confidence in the impact of climate change on hydrometeorological events is greater.1 The review is focused on the empirical literature; it does not cover the theoretical literature on the economic impacts of disasters or simulation- and modeling-based studies. The focus of this review is also limited to economic impacts. While natural disasters can have profound social and political impacts (e.g., Lindell and Prater, 2003), those are not covered here.2 Finally, as a further limit to the scope, this review is largely focused on literature published within the past couple of decades, a period during which new data sets and improved understanding of disaster losses has emerged. Recent working papers are included, in addition to peer-reviewed studies.

Estimating the full range of economic costs from natural disasters is difficult—both conceptually and practically. Complete and systematic data on disaster impacts are lacking, and most data sets are underestimates of all losses. Best estimates for the average annual cost of natural disasters worldwide between 2000 and 2012 ranges between $94 billion and a little over $130 billion (see Section 3). The work reviewed here suggests negative consequences of disasters, although communities tend to have a lot of resilience, recovering in the shortto medium-term from all but the most devastating events. The worst disasters, or multiple disasters close in time, can have very long-term, negative economic consequences. Natural disasters generate many transfers and can have substantial distributional consequences, with some groups suffering devastating losses and others coming out ahead, even if overall impacts are close to neutral. Consequences are less severe in higher-income countries, countries with better institutions, and those with a higher level of education. Risk reduction options are available, but predicting increases in adoption in response to climate change is difficult. The occurrence of a disaster has been shown in some cases to increase investments in reducing risks. In addition, some evidence suggests that areas more prone to hazards invest more in reducing their impacts, providing some limited insight on potential future adaptation. Recent research is attempting to move beyond correlations, particularly by addressing the endogeneity of many disaster measures, and more work on this is needed.

The next section of the paper discusses the difficulties with obtaining empirical estimates of the total economic costs of natural disasters and summarizes the approaches taken in the literature. Section 3 provides an overview of annual disaster costs worldwide and trends over time. Section 4 is the heart of the paper summarizing the work on the economic impacts of weather-related disaster events in the short and long run. Section 5 then briefly discusses the question of whether and when natural disasters can have positive impacts. Section 6 reviews the work on the determinants of both disaster fatalities and damages. Section 7 provides a short overview of potential adaptation to changes in extreme events. Section 8 offers a brief comment on future research directions suggested by this review. Section 9 concludes.
