چکیده

نیاز متعادل کردن ریاضت اقتصادی با سیاست های رشد، بهره وری دولت را در اولویت دستور کار سیاست اقتصادی اروپا قرار داده است. اصلاحات اداری که منجر به بهبود بهره وری داخلی بورو کراسی می گردند می توانند تبادل (داد و ستد) میان استحکام و ارائه خدمات عمومی را کاهش دهند. در برابر چنین پس زمینه ای، این مقاله شاخص اصلاحات جدیدی را به منظور شناسایی عوامل موثر بر اصلاحات اداری کشورهای عضو اتحادیه اروپا (EU) ایجاد می نماید (و آن ها را قابل دسترسی می کند). نتایج حاصله از استدلال سیاسی – اقتصادی حمات می کنند: بحران های اقتصادی و مالی کاتالیزوری قوی برای اصلاحات می باشند، اما یک بوروکراسی قدرتمند محدودیت هایی را در زمینه فرصت های یک بحران به منظور پیشبرد اصلاحات ایجاد می نماید. علاوه بر این، شواهدی برای یادگیری افقی از دیگر کشورهای EU مطرح گردیده، و در زمینه یادگیری عمودی همراه با نوع خاصی از هزینه های انسجام EU می باشد.

1- مقدمه

بحران های اخیر اروپا مسئله بهره وری دولت را در اولویت دستور کار اصلاحات سیاست های اقتصادی قرار داده اند. با توجه به ارتباط مستقیم با محدودیت های بودجه، فشار بر روی ارائه خدمات عمومی موثرتر افزایش یافته است. همچنین ارزیابی سیاست هایی که ضعف و خطوط قرمز بوروکراسی را کاهش داده می توانند تبادل میان استحکام و ارائه خدمات عمومی را نیز کمتر کنند. اصلاحات با هدف افزایش بهره وری در ارائه خدمات عمومی – مانند استراتژی های واگذاری و غیر متمرکز سازی، به کار گیری ساز و کارهای رقابتی در بخش عمومی، تجدید نظر در روش ها و شیوه های بودجه، روش های عملگرا در زمینه بودجه گذاری و مدیریت، و تکیه بر دولت الکترونیک می توانند جایگزین کاهش هزینه ها و افزایش مالیات ها باشند (Curristine et al., 2007).

7- نتیجه گیری

این اولین تحقیقی است که به بررسی عوامل موثر بر افزایش بهره روی اصلاحات اداری (مدیریتی) می پردازد. تجربیات کشورهای اروپایی دارای بحران به بخش عمومی بی اثر به عنوان یکی از موانع مهم در راه بهبود اقتصادی اشاره نموده اند. بر این اساس، درک بهتری از محدویت اصلاحات اداری بسیار مطلوب می باشد. نتایج ما نشان دادند که بر خلاف دیگر زمینه های اصلاحی، نمی توان نتیجه گرفت که بحران زمینه را برای غلبه بر کمبود های نهادی آماده می نماید. حداقل اگر بوروکراسی بزرگ و قدرتمند باشد، ارتباطی میان بحران و اصلاحات در زمینه اصلاحات مدیریت دولتی وجود نخواهد داشت. نتایج برای نقش هزینه های انسجام EU مطرح می باشد، اگرچه نیاز به انجام تحقیقات بیشتری در این زمینه وجود دارد: شواهدی وجود دارد که بودجه های ساختاری زیادی نیستند که منجر به افزایش فرکانس افزایش بهره وری اصلاحات در مدیریت عمومی گردند، اما هدف بهتر هزینه های انسجامی است که حائز اهمیت می باشند. این مورد از این نظر حمایت می کند که بودجه های ساختاری EU، همراه با دغدغه هایشان در مورد زیرساخت های فیزیکی، ممکن است تنگنای ظرفیت های مدیریت کشورهای دریافت کننده را نادیده بگیرد.

Abstract

The need to balance austerity with growth policies has put government efficiency high on the economic policy agenda in Europe. Administrative reforms that boost the internal efficiency of bureaucracy can alleviate the trade-off between consolidation and public service provision. Against such a backdrop, this paper constructs (and makes available) a novel reform indicator to explore the determinants of public administration reforms for a panel of EU countries. The findings support political-economic reasoning: An economic and fiscal crisis is a potent catalyst for reforms, but a powerful bureaucracy constrains the opportunities of a crisis to promote reform. Furthermore, there is some suggestive evidence for horizontal learning from other EU countries, and for vertical learning associated with a particular type of EU cohesion spending.

1- Introduction

The recent European crisis has put the issue of government efficiency high on the agenda of economic policy reform. With strictly binding budget constraints, the pressure on more effective public service provision has grown. Policy measures that alleviate bureaucratic slack and red tape can also alleviate the trade-off between consolidation and public service provision. Reforms aiming at higher productivity in public service provision – such as strategies of devolution and decentralization, implementation of competitive mechanisms within the public sector, revised budget practices and procedures, performance-oriented approaches to budgeting and management, and reliance on e-government – can then be a substitute for cuts in spending or tax increases (Curristine et al., 2007).

7- Conclusion

This is the first study that explores the determinants of efficiency enhancing public administration reforms. The experience in the European crisis countries has pointed to an ineffective public sector as one of the crucial impediments to economic recovery. Accordingly, a better understanding of the constraints of administrative reforms is highly desirable. Our results indicate that, unlike in other reform contexts, it cannot be taken for granted that a crisis prepares the ground for overcoming institutional deficiencies. At least if the bureaucracy is large and powerful, the crisis-reform link is absent in the context of public administration reforms. The result for the role of EU cohesion spending is suggestive, although further research is required: There is some evidence that it is not large amounts of structural funds that appear to increase the frequency of efficiency enhancing reforms within the public administration, but a better targeted item of cohesion spending that matters. This supports the view that EU structural funds, with their preoccupation with physical infrastructure, may have neglected the bottleneck of deficient administrative capacities in the recipient countries.

چکیده
این مقاله به بررسی تلاش های نیجریه جهت اجرای اصلاحات مدیریت همگانی جدید می پردازد. هدف این مقاله شناسایی روند، میزان پیشرفت حاصل شده و دلایل موفقیت/شکست ثبت شده می باشد. طبق یافته های مولف، علت موفقیت کم این اصلاحات ترجیح جبنه اقتصادی نوآزادی خواهی مقرون به صرفه و جذاب تر نسبت به جنبه بوروکراتیک طاقت فرسا و فراگیر، ناپایداری در اجرای برنامه و عدم اراده سیاسی قوی و مشترک مبنی بر اتخاذ اصلاحات در کشورهای در حال توسعه می باشد. این مقاله توصیه می کند که اصلاحات مستلزم پرداختن به چالش های بحرانی نهادینه سازی، ناپایداری و مشروعیت می باشد.

مقدمه
مدیریت همگانی جدید یک سری الگوی اصلاحات بود که بسیاری از کشورهای آنگلو-سکسون از اواخر دهه 1970 این روند را آغاز نمودند. اصول این روند در برهه ای از زمان به معیار ارزیابی اقتصاد اجرائی، کارایی و اثرگذاری تبدیل شد و نیز بسیاری از کشورهای در حال توسعه از زمان دهه 1980 به آن علاقه مند شدند. آرکر (1994) بیان نمود کشورهای جهان ایده های مدیریت همگانی جدید را اتخاذ نموده و به جایگاه ارتدکسی بین المللی رسیده اند. اکثر کشورهای در حال توسعه از جمله نیجریه این جنبش و اصول آن را به حالت سیاست های تقلیدی از کشورهای توسعه یافته اتخاذ نموده اند. به هر حال، اتخاذ و تطبیق یابی خط مشی ها معمولا در کشورهای در حال توسعه موفقیت آمیز و متناسب با محیط آن کشورها بوده است. چیتو، رامفل و نوباستینگ (2009) خاطر نشان نمودند که نوع مدیریت همگانی جدید اصلاحات اجرا شده توسط کشورهای سازمان همکاری و توسعه اقتصادی «خریداران» جدیدی در کشورهای توسعه می یابد، و مسئله انتخاب نیست بلکه مسئله لزوم و اجبار تلقی می شود تا از رقابت بین المللی اقتصاد آنها در عصر جهانی سازی اطمینان حاصل گردد. اما مسئله این است که آیا کشورهای در حال توسعه و نیجریه، به طور ویژه پیشرفت کافی در زمینه اتخاذ مولفه های مدیریت همگانی جدید در فرایندهای اجرائی عمومی خود حاصل نموده اند و چرا این پیشرفت حاصل نشده است؟
پولیدانو (1999) معقتد بوده است در حالی که بسیاری از کشورهای در حال توسعه برنامه مولفه های مدیریت همگانی جدید را اتخاذ نموده اند، آنها هنوز گام های بلندی در این راستا برنداشته اند. مانینگ (1001) به طور مشابه، مشاهده نمود که مدیریت همگانی جدید در واقع به طور گسترده خارج از جایگاه منافع مشترک/سازمان توسعه همکاری اقتصادی راه نیافته است. آن به طور یقین کمتر اعمال گردیده است. در واقع وی بیان دارد« به کارگیری مستقیم مدیریت همگانی جدید محدود بوده و دستاوردهای کمی در جهان رو به توسعه داشته است.» رووستا (2011، ص.1) همچنین اظهار داشت « در حالی که در نوشته های کشورهای در حال توسعه موفقیت های بی شمار را گزارش می دهد، دراکثر کشورهای ضعیف تر، معرفی ابزار مدیریت همگانی جدید با ناکامی مواجه شده است.» این ادعاها دلایل موجهی برای ارزیابی پیوسته اجرای مسیر اصلاحات در حال توسعه و به ویژه مدیریت همگانی جدید در کشورهای در حال توسعه فراهم می کند و اینکه این اصلاحات چه تاثیری بر نظام اجرا همگانی دارند.
معمولا اصلاحات مدیریت همگانی جدید، بخشی از جنبش اجتماعی اقتصادی چندبخشی اند که هدف آن کاهش بخش عمومی و افزایش مشارکت در بخش خصوصی ضمن فراهم سازی خدمات عمومی و آزادی اقتصادی می باشد. این امکان وجود دارد که تاکید این اصلاحات بر آزاد سازی خدمات عمومی و خصوصی سازی امکانات دولتی بدون توجه به اتحاذ راهبردهای مدیریت همگانی جدید می باشد. در میان این برداشت های نادرست، لازم است که در هر حالت از اصلاحات خدمات همگانی، ماهیت و نحوه تغییرات/نوآوری در ساختار و فرایندهای اجرائی تعیین گردد. در حالی که بسیاری از کشورهای در حال توسعه از جمله نیجریه که در این مقاله بررسی می شود، اصلاحات نوآزادیخواهانه ساماندهی مجدد بخش دولتی را پیش برده اند تا آن را کوچک تر نموده و از اقتصاد، کارایی و اثرگذاری در تحویل خدمات اطمینان یابند، چه مقدار از این اصلاحات باعث تغییرات در بوروکراتیک به حالت مورد تایید مدیریت همگانی جدید شده اند؟
دولت نیجریه اصلاحات خدمت مردمی را به نوع مدیریت همگانی جدید از زمان برنامه تنظیمات ساختاری در 1986 آغاز نموده است. این مجموعه اصلاحات تشدید یافت از زمانی که کشور به حکومت دموکراسی در سال 1999برگشت و به طور ویژه تفویض قدرت اقتصاد ملی و راهبرد توسعه مبنی بر اصلاحات اجتماعی-اقتصادی در سال 2003 معرفی گردید. قبل از معرفی این تفویض قدرت،سازمان السن اوباسناجو مطالعه مفصل خدمات عمومی نیجریه از سال 1999 الی 2001 آغاز نموده اند که برنامه های عمده زیر را در خدمات خود نشان داد:
• گسترش عمده در اندازه خدمات که از 350% بین سال های 1960 و 1999 افزایش یافته است.
• کاهش در ظرفیت، کارایی، اثرگذاری و تعهد موسساتی
• ماهیت اخلاقی و وجدانی ضعیف کارگزاران دولتی به ویژه در مسائل فساد
• قوانین و مقررات متغییر و منسوخ خدمات شهری
• تشکیل نیروی کار مسن که 60% از افسران خدمات رسانی بالای 40 سال سن دارند
• وجود کارکنان غیرماهر، بیش از 70% از نیروی کار در گروه غیرماهر گرید 06-01 قرار دارند. فقط 1.7% از نیروی کار متشکل از قدرت و نیروی انسانی حساس در خدمات است و اعضا کادر مدیریت در درجه 17-15 قرار دارند.
• وجود ثبت و سیستم کنترل لیست حقوق ضعیف.حدود 60% از هزینه های دولت در خدمات رسانی به بروکراسی ملی صرف شد
• سیستم تامین ضعیف و ناقص
• عدم بیانیه ماموریت و نگرش وزرا، واحدها و نهادها یا طرح وظایف فردی و شرکتی واضح
• سیستم بسیار متمرکز، سلسله مراتبی، و قانونمند که ابتکارات فردی و مسئولیت پذیری شرکت را مانع گردید.
• وجدان اخلاقی پایین که برگرفته از فعالیت مدیریت منابع انسانی غیرحرفه ای و غیره می باشد (وزارت ملی اطلاعات و ارتباطات، ص. 15).
نقائص ویژه بالا در کنار ویژگی های اختلال کارکردی سازمان برورکراتیک وبرین مطرح شدند که سنت مدیریت همگانی جدید آن را هدف قرار می داد. لذا وزارت ملی اطلاعات و ارتباطات موارد زیر را به مسائل نیاز به اصلاح می افزاید:
نگرش به خدمات عمومی از جمله موارد زیر: 1-کند و غیرفعال، 2-غیرحساس و نامتعبر 3- بی فایده و مصرف گرا 4- روند تغییر آهسته 5- عدم پاسخگویی و احترام به عموم مردم 6- فساد7-هرج و مرج 8- غیر حساس 9کوته نظری و اغلب فرایندهای نژادی در استخدام نیرو، ارزیابی عملکرد، ارتقاء، پاداش و غیره.
این مقاله این مسیر اصلاحات را بررسی می کند. اهداف مقاله تعیین ماهیت این مسیر اصلاح، رابطه آن با مدیریت همگانی جدید، و تایید برخی دلایل اصلی موفقیت/ناکامی آن در محیط نیجریه و افزودن مسائل پیشبرد اصلاحات اجرائی به طور ویژه در کشورهای در حال توسعه می باشد. این مقاله روش مرور جامع اسناد دولتی و دیگر مطالب جزئی برگرفته از نوشته ها را به کار می گیرد.

Abstract

This study examines the Nigerian attempts to implement the New Public Management (NPM) reform. The paper aims at identifying the strand, the extent of progress made and the reason(s) for success/failure recorded. The author finds that the poor success story of the reform is as a result of the preference of the more attractive cost-saving neoliberal economic aspect to the more involving and demanding bureaucratic aspect, the inconsistencies in program implementation, and lack of strong political will common to adopting reform in developing countries. The article recommends that reforms require dealing with the critical challenges of institutionalization, inconsistency and legitimization..

1. Introduction

The New Public Management (NPM) was a set of reform paradigm introduced by many Anglo-Saxon countries starting from the late 1970s. At some point, its principles rather became a benchmark for gauging administrative economy, efficiency, and effectiveness that it also became attractive to most developing countries since the 1980s. Archer (1994) remarked that NPM ideas were so widely taken up by countries of the world that they now have the status of an international orthodoxy. Most developing countries, Nigeria inclusive, have embraced the movement and its principles in the usual manner of imitating policies from more advanced countries. However, adoption and adaptation of policies usually found to be successful in developed countries to suit the environment of developing countries remain critical in public administration. Chittoo, Ramphul, and Nowbutsing (2009) posited that the NPM type of reforms implemented by the Organization for Economic Cooperation and Development (OECD) countries is finding new “buyers” in developing countries, if not as a matter of choice, but surely as a matter of necessity to ensure international competitiveness of their economies in an era of globalization. But, the question is whether the developing countries and Nigeria, in particular, have made sufficient progress in taking up elements of the NPM in their public administration processes and if not why? Polidano (1999) has argued that while many developing countries have taken up elements of the NPM agenda, they have not adopted anything remotely near the entire package. Manning (2001) similarly observed that NPM has in practice not been applied extensively outside of its native OECD/Commonwealth habitat. It has certainly been applied less often than the frequency with which the label has been used. Indeed, he categorically asserts that “the direct application of NPM has been limited and has achieved little in the developing world” (Manning, 2001, p. 298). Rosta (2011, p. 1) also averred that “while in the case of the developed countries the literature reports numerous successes, for the countries of the periphery the introduction of the NPM instruments in most cases ended with failure.” Claims like these provide strong reasons for continued evaluation of the implementation of the neoliberal reform path and NPM in particular in developing countries and how these reforms have impacted on the public administration system. Usually, NPM reforms are part of the multi-sector socioeconomic reforms that aim at shrinking the public sector and increasing private sector participation in providing public services and economic liberalization generally. It is not impossible that reform emphasis of countries tilt toward the liberalization of public services and the privatization of public utilities without strong moves toward adoption of NPM techniques and practices and reform of the public organizations themselves. In the midst of such preference and misconception, it is necessary to identify in each case of public service reform the nature, and, how the reform has actually brought about changes/innovation in administrative structure and processes. While many developing countries including Nigeria, which is examined in this study, have pushed neoliberal reforms of reorganization of public sector to make it smaller and ensure economy, efficiency and effectiveness in service delivery, how much of these reforms have actually brought about bureaucratic changes in the manner advocated by NPM? The Nigerian government had embarked on public service reforms in the kind of NPM since the Structural Adjustment Programme (SAP) began in 1986. These set of reforms were intensified since the country returned to democratic governance in 1999 especially with the introduction of National Economic Empowerment and Development Strategy (NEEDS) socio-economic reforms in 2003. Prior to the introduction of NEEDS, the Olusegun Obasanjo Administration had initiated elaborate study of the Nigerian public service from 1999 to 2001 which revealed the following major problems of the Service: ● Massive expansion in the size of the Service which has risen from 350% between 1960 and 1999; ● Decline in institutional capacity, efficiency, effectiveness and commitment ● Poor ethical and moral character of the public servants especially in issues of corruption; ● Outdated and varied civil service rules and regulations. ● made up of an ageing workforce, with 60% of serving officers above 40 years of age; ● Existence of a preponderance of unskilled staff; over 70% of the workforce were in the unskilled category of grade levels 01–06. Only 1.7% of the workforce were made up of the critical manpower in the service, that is, those in the Directorate Cadre or grade levels 15–17; ● Existence of poor records and payroll control system. About 60% of government spending were deployed in servicing the federal bureaucracy; ● A flawed procurement system; ● Lack of mission and vision statements of ministries, departments, and agencies (MDAs) or clear corporate and individual schedules of duties; ● Highly centralized, hierarchical, and rule-driven system which stifled individual initiative and muffled corporate accountability; ● Low morale resulting from non-professional human resource management practice, etc. (Federal Ministry of Information and Communication, n.d., p. 15). The above peculiar ailments were in addition to the usual dysfunctional features of the Weberian bureaucratic organization which global reforms in the tradition of NPM aimed at. Thus, the Federal Ministry of Information and Communication (n.d.) adds the following to the above issues requiring reforms: perception of the Public Service as being (i) lethargic and slow, (ii) insensitive and unreliable, (iii) unhelpful and wasteful, (iv) slow to change, (v) unresponsive and discourteous to the public, (vi) corrupt, (vii) over-bloated, (viii) insensitive, (ix) parochial and often ethnically-biased processes such as staff-recruitment, performance-assessment, promotion, contract award, etc. (FMIC, n.d., pp. 15–16) This article examines this reform path. The objectives of the study are to determine the nature of this reform path, its relationship to NPM, and to underscore some of the key reasons for its success/failure in the Nigerian context and to add to issues of driving administrative reform more particularly in developing countries.. The article applies the methodology of the extensive review of government documents and other secondary materials drawn from the literature..

هدف – هدف این مقاله توضیح و تفسیر ارتباط بین اصلاحات اداری در پرتغال و تاثیرات آن بر وابستگی دولت-های محلی در مواجهه با منابع بودجه ایالت و مجموعه درآمدهای شهری محلی می باشد، که در بین دیگران به فرم مشارکت جامعه مدنی در سیاست های عمومی محلی شناخته می شود.
طرح / روش / رویکرد – این مطالعه با استفاده از رویکرد گراندد تئوری (نظریه پایه یا نظریه زمینه)، شامل استفاده از داده های مربوط به ساختارهای دولت محلی و مشارکان با بخش خصوصی، و با تکیه بر خطوط اصلی (خط مشی) اصلاح اداری عموم برای یک تحلیل اکتشافی انتخاب شده است. داده ها با تجزیه وتحلیل مستندات، شامل اسناد قانونی و مقاله ها در مناطق اختصاصی غیر متمرکزسازی اداری و مشارکت جامعه مدنی در سیاست های عمومی محلی، تکیمل شده است.

این مطالعه تاثیر اصلاحات اداری و غیر متمرکزسازی سیاست های عمومی را، به خصوص بر وابستگی شهرداری های پرتغال به نقل وانتقالات مالی از بودجه دولت مرکزی (سرمایه های شهرداری) و توانایی جمع آوری درآمدهای شهرداری محلی را تجزیه وتحلیل می کند. این اصلاحات با جابجایی بودجه های شهداری، به دنبال نزدیک کردن نواحی داخلی (محروم ترین مناطق) به نواحی ساحلی کشور (برخوردارترین) می باشد. ارتباط این موضوع از این حقیقت ناشی می شود که، اگرچه اصل همبستگی منجربه سیاست های عمومی می شود که برطبق Hertzog (1991)، Hoffmann-Martinot (1992) و Debbasch (1976) متمایل به جابجایی منابع مالی از نواحی توسعه یافته به محروم ترین نواحی می باشد، اما سطح جمع آوری درآمدهای شهرداری محلی یک شکل از مشارکت جامعه مدنی در سیاست های عمومی محلی است که در پایدارسازی مالی مدیریت عمومی محلی مشارکت می کند. با این حال، این مطالعه نشان می دهد که این تخصیصات مجدد نیز توسعه نواحی متاثر را بهبود نمی بخشد.

5- محدودیت ها و تحقیقات آینده

نتایج این مطالعه برای توسعه سیاست های جدید در حوزه اصلاح عمل ایالت، به خصوص درنظر گرفتن اصلاحات مالی محلی که با منشور اتحادیه خودمختار اروپایی پشتیبانی می شود، مهم می باشد. ما نهادهای عامه محلی را که برطبق متون کارشناسان ملی، یک کمبود در گردآوری درآمدهای محلی ارائه می دهند و تا حد زیادی وابسته به عملکرد هزینه های شهرداری می باشند، بررسی کردیم. تغییرات قانونی اخیر هیچ تاثیری بر این موضوع نداشته است، موقعیتی که باید در تحقیقات آینده تجزیه وتحلیل شود.

Abstract

Purpose – The purpose of this paper is to clarify the relationship between administrative reform in Portugal and the impacts on the dependence of local governments in the face of budgetary resources of state and local municipal revenue collection, which is understood as a form, among others, participation civil society in local public policies.
Design/methodology/approach – The study opts for an exploratory analysis using the grounded theory approach, including the use of data relating to local government structures and partnerships with the private sector, based on the main lines of the public administration reform. The data were supplemented by documentary analysis, including legislative documents and papers in specialized area of administrative decentralization and civil society participation in local public policies.
Findings – The paper provides empirical insights about how the increased participation of civil society in local public policies is associated with less reliance on state budgets and a greater number of local managerial structures.
Research limitations/implications – Due to the chosen research approach, the results cannot be generalized. A comparative study between several countries could bring several interesting insights.
Social implications – The paper includes implications for economic and social development of new public policies in the context of administrative reforms.
Originality/value – This paper makes several theoretical and empirical contributions on this research field specially about local public manager’s decisions for financial resources transfers within the active policy of sustainable local development.

1- Introduction

This study analyses the administrative reforms impact and the public policies decentralization, particularly on the Portuguese municipalities’ dependence on financial transfers from the central government budget (municipal funds) and the ability to collect local municipal revenue.
These reforms have sought to approximate the interior regions (most deprived) to the coastal regions of the country (most favored), by relocation of municipal funds.
The relevance of this issue stems from the fact that, although the principle of solidarity led to public policies that tend, according to Hertzog (1991), Hoffmann-Martinot (1992) and Debbasch (1976), to shift financial resources from more developed regions to the most deprived, the collection level of local municipal revenue is a form of civil society participation in local public policies that contributes to the financial sustainability of local public administration. However, this study shows that these reallocations did not improve the development on the affected regions.

5- Limitations and futures research

The results of this study are important for the development of new policies in the scope of reform action of the State, especially regarding local finances reforms supported by the Local Autonomy European Union Charter. We are dealing with public local entities that, according to national expert literature, present a deficit at the collection of local revenues and are largely based on the performance of municipal expenditures. Recent legislative changes had no impact on this issue, a situation that should be analyzed in future research.
