مقدمه

آموزش عالی به طور فزاینده ای به عنوان یک عامل مهم و حیاتی در رفاه اجتماعی و اقتصادی شناخته شده است. هم چنین آموزش عالی یک زمینه سیاستی است که در آن کشور های مشترک المنافع می توانند تاثیر آن را به طور معنی دار و قابل توجهی افزایش دهند. این مهم می تواند بدون صرف هزینه های هنگفت از طریق انجام فعالیت های مناسب و تشویق دولت های عضو برای قوی تر کردن استفاده از این برند ها و مکانیسم ها حاصل شود. ما استدلال فوق را به شش دلیل مطرح می کنیم: • آموزش عالی مهم است- و همین اواخر آموزش عالی در بحث ها و محافل توسعه بین المللی دست کم و کم اهمیت جلوه داده شده است. • آموزش عالی یک کالای بین المللی است-لذا با طرح های بین المللی متناسب است. • آموزش عالی به سرعت در حال تغییر است- و نیاز به مشاوره و منابع عینی اطلاعات نسبت به گذشته بیش از بیش احساس می شود. • کشور های مشترک المنافع دارای برند های شناخته شده و طولانی مدت در آموزش عالی برای توسعه می باشند. • کشور های مشترک المنافع می توانند از طیف وسیعی از سازمان های موجود برای دنبال کردن طرح ها و برنامه های آموزش عالی استفاده کنند.

یک دستور کار ویژه

اگرچه کشور های رسمی مشترک المنافع بعید است که منابع زیادی را به برنامه ها و طرح های جامع آموزش عالی تخصیص دهند، این مقاله به شناسایی تعدادی از طرح های خاصی پرداخته است که می توانند با اندک سرمایه گذاری یا عدم نیاز به سرمایه گذاری قابل توجه از طریق کانال های موجود و یا ازطریق بهبود پشتیبانی از طرف تک تک دولت های مشترک المنافع دنبال شوند. این موارد به شکل زیر هستند: • به رسمیت شناختن سیاسی: از جمله از طریق ابلاغیه رسمی این CCEM، در رابطه با نقشی که موسسات آموزش عالی در توسعه اقتصادی و اجتماعی کشور های عضو ایفا می کند • استفاده بیشتر از وب سایت های دولت های مشترک المنافع و سایر منابع برای برجسته کردن فرصت های برنامه های تحصیلی و و تحصیل قابل دسترس در کشور های مشترک المنافع، به خصوص در زمینه هایی نظیر کمک هزینه های تحصیلی فوق دکترا که در آن اطلاعات امرزه در یک مکان منفرد متمرکز نمی شود. • پشتیبانی مستمر و قابل توجه توسط دولت های عضو برای طرح هایی نظیر برنامه کمک هزینه تحصیلی و بورسیه تحصیلی کشور های مشترک المنافع، برنامه یادگیری کشور های مشترک المنافع و تسهیلات آموزش عالی کشور های مشترک المنافع که همه آن ها به طور جداگانه به وزرا در 19CCEM گزارش خواهند شد.

Introduction

Higher education is increasingly recognised as being critical to social and economic prosperity. It is also a policy area where the Commonwealth could significantly increase its impact. This could be achieved without major cost, by working through activities already in place, and persuading member governments to make stronger use of these brands and mechanisms. We make this argument for six reasons:  Higher education is important – and until recently has been undervalued in international development debates.  Higher education is already an international commodity – thus well suited to international initiatives.  Initiatives in higher education can create real mutual interest between developing and developed countries.  Higher education is undergoing rapid change – and the need for advice and objective sources of information is greater than ever.  The Commonwealth already has longstanding and well-recognised brands in higher education on which to build.  The Commonwealth can draw on a range of existing agencies to pursue higher education initiatives.

A specific agenda

While the official Commonwealth is unlikely to devote significant resources to a concerted higher education initiative, this paper has identified a number of specific initiatives that could be pursued, with little or no additional central investment, through channels that already exist or through enhanced support from individual Commonwealth governments. These include:  Political recognition – including through the communique of this CCEM – of the important role that higher education plays in the economic and social development of member states.  Greater use of existing Commonwealth websites and other resources to highlight study and fellowship opportunities available in Commonwealth countries – particular in areas such as postdoctoral fellowships, where information is not currently brought together in a single place.  Continued and increased support by member governments for initiatives such as the Commonwealth Scholarship and Fellowship Plan, Commonwealth of Learning, and Commonwealth Tertiary Education Facility – all of which will report separately to Ministers at 19CCEM.

چکیده

بسیاری از کارفرمایان مالزیایی روش های تدریس مورد استفاده در موسسات آموزش عالی را مورد انتقاد قرار می دهند، چرا که بسیار تئوریکی و آزمون مدار هستند (شاه، 2008). بنابراین در آموزش دانشجویان برای رفع نیازهای محیط کار ناکام می مانند. یکی از این نیازها مهارت فعالیت تیمی می باشد که عدم وجود آن بقای یک شرکت در محیط رقابتی تجارت جهانی را به خطر می اندازد. یادگیری الکترونیک به عنوان ابزاری شناخته می شود که در اختیار هر عضوی قرار می گیرد تا به نحوی مساوی با دیگران در بحث مشارکت نماید، یادگیری عمیق تر خود را ارتقا دهد و همین طور این ابزار یادگیری مشارکتی را امکان پذیر می سازد (مورفی، 2004، وانگ و وو ، 2007). بنابراین اغلب نهاد های وابسته به دانشگاه تشویق می شوند از این فناوری مکمل با یادگیری کلاسی خود استفاده کنند، این وضعیت به ایجاد یادگیری ترکیبی منجر می شود که تجارب جدیدی را در رابطه با ایجاد فعالیت تیمی کمک می کند. بر اساس چارچوب نظریه شناختی این روش آموزش (بیگس، 1999)، یک مطالعه موری کیفی توسعه یافت. این مطالعه از نزدیک نحوه ی توسعه مهارت کاری موثر تیمی در گروه های کوچک در بین دانشجویانی بررسی کرد که به روش ترکیبی فعالیت می کنند. یافته های این مطالعه بسیار امیدوار کننده بودند. چرا که هر گروه برای تکمیل تکالیف خود چه به صورت آنلاین و چه به صورت حضوری به شکل یک تیم فعالیت می کردند.

13. نتیجه گیری

این مطالعه یک روش جدید را در خصوص شیوه اندازه گیری هر دو فعالیت های یادگیری چهره به چهره و انلاین در حالت ترکیبی ارایه کرده است. این مطابق با رویکرد UTM به عنوان یک دانشگاه مبتنی بر محوطه برای بهبود استفاده از یادگیری الکترونیک همراه با یادگیری کلاسی در میان معلمان و دانشجویان در توسعه مهارت های حرفه ای به خصوص کار مشارکتی به صورت یک تیم ارایه می کند. تحت برنامه دهم مالزی(2015-2010)، دولت مالزی یک طرحی را ارایه کرده است که برنامه آموزشی موسوم به برنامه بهبود مهارت های صنعتی را راه اندازی کرده و به فارغ التحصیلان بیکار امکان کسب مهارت های صنعتی را می دهد. به این ترتیب دولت بایستی برنامه هایی را برای دانشجویان در موسسات دانشگاهی برای کار موثر با استفاده از تماس با همسالان و معلمان ارایه کند.این دستور العمل مرجعی برای درس های UTM به عنوان مکانیسم سیستماتیک قبل از اجرای فعالیت های یادگیری از طریق یادگیری انلاین می باشد. انتظار می رود که دانش جویان به طور سازمان دهی شده در گروه های کوچک کار کرده و به طور سیستماتیک از طریق یادگیری ترکیبی اموزش ببینند.

Abstract

Many Malaysian employers blamed the teaching methods used in the institutions of higher learning as being too theoretical and exam-oriented (Shah, 2008) and thus, failed in training students to meet the workplace needs. One such need was team working skill and lack of this skill would jeopardise the survival of a company in a competitive global business environment. As e-learning has been identified as a tool that can get every member to discuss equally, promote deeper learning and enable collaborative learning (Murphy, 2004; Wang and Woo, 2007), most campus-based institutions have embarked on the use of the technology in complementing their classroom learning. This has led to the formation of blended learning that provides new experience for students in building teamwork. The important question raised was how the approach of blended learning would help students developing their teamwork skills. Based on the theoretical framework of constructive alignment (Biggs, 1999), a qualitative case study research was developed. This study investigated closely how to develop effective small-group team working skill among students working in a blended mode. The findings revealed were very encouraging as each group worked as a team both online and face-to-face in completing their assignments.

13. Conclusion

This study has introduced a new method on how to measure both online and face-to-face learning activities in a blended mode. This is consistent with the approach of UTM, as a campus-based university, to promote the use of e-learning alongside classroom learning among the lecturers and the students in developing their employability skills especially working collaboratively as an effective team. Under the Tenth Malaysia Plan (2010 – 2015), the Malaysian government has taken initiative establishing a training program called the Industrial Skills Enhancement Program (INSEP) helping unemployed graduates to equip themselves with industrial skills. It is important to suggest the government to include programs for students at tertiary institutions to work effectively using blended learning. A guideline could be developed not only to keep the on-campus students in constant contact with their peers and lecturers but to lead them working in group effectively. The guideline will also become a main reference to the UTM lectures as a systematic mechanism before they plan to conduct any learning activities through online learning. It is expected that the students will be more organised both working effectively in small-groups and working systematically through blended learning.

چکیده

این پژوهش به بررسی نگرش والدین نسبت به آموزش مسائل جنسی در سطح آموزشی پیش دبستانی در مدارس کشور غنا می پردازد. نمونه پژوهش از میان تمام 100 والد از سنین 20 تا 60 سال با سوابق اجتماعی –اقتصادی مختلف انتخاب شد که از 64 مرد و 36 زن تشکیل می شد. جدا از این تعداد، 63% در نواحی شهری ساکن هستند، درحالیکه 73% در نواحی روستایی ساکن هستند. نتایج نشان می دهد که حدود 58% از والدین نگرش ناموافقی نسبت به آموزش جنسی در مدارس پیش دبستانی دارند. جای تعجب نیست که تمام والدینی که این نگرش نامطلوب را دارند گفتند که آموزش مسائل جنسی به بچه های پیش دبستانی خیلی زود است. با اینحال، از میان والدینی که نگرش مطلوبی به این آموزش داشتند، 81% نشان دادند که کودکان این روزها بیشتر در معرض این مسائل هستند.17% تصدیق کردند که آموزش مسائل جنسی به کودکان مفید خواهد بود و 2% گفتند بچه ها درهر حال در مورد مسائل جنسی از والدین خود می پرسند و باید جوابی به آنها داده شود. در آخر، نتایج نشان داد که تفاوت جنسیت و همچنین تفاوت محل سکونت هیچ تاثیری بر نگرش والدین نسبت به آموزش مسائل جنسی ندارد. با اینحال، سطح تحصیلات والدین بر نگرش آنها نسبت به این موضوع تاثیر می گذارد. استنباط از یافته های این پژوهش مورد بحث قرار گرفته است.

مقدمه

5- نتیجه گیری

این پژوهش مبنایی علمی و نه نظر اجتماعی در مورد نگرش والدین نسبت به آموزش مسائل جنسی در سطوح آموزشی پیش از دبستان در کشور غنا ایجاد کرده است. همانطور که در بسیاری از حوزه های پژوهش، حوزه آموزش مسائل جنسی بخصوص برای پیشرفت ملی اهمیت دارد. بعنوان بعدی از رشد، انکار ارتباط آن در جامعه ضد باروی در جامعه خواهد بود. آموزش تمام رده ها باید برای افرادی که آموزش دیده اند سودمند باشد و باید در بسیاری از شیوه ها تاثیر مثبتی برای جامعه و در مقیاس بزرگ تر به ارمغان بیاورد.
بدیهی است که روابط جنسی موضوعی حساس در جامعه ماست و ما باید مطمئن شویم که والدین در گفتگو در مورد مسائل جنسی نقش دارند؛ بخصوص سن آموزش مسائل جنسی باید در مدرسه آغاز شود. اگرچه این پژوهش این نکته را قابل توجه دانسته است که والدین با آموزش مسائل جنسی در سطح آموزشی پایین تر از ابتدایی موافقت نمی کنند، با این وجود موافق با آموزش مسائل جنسی در سطوح بالاتر از ابتدایی هم نیستند. از اینرو این پژوهش بر رابطه آموزش مسائل جنسی با والدین در این کشور تاکید دارد.

Abstract

This study investigates parental attitude towards sex education at the lower primary level of education in Ghana. In all 100 parents ranging from 20 to 60 years, with diverse socio-economic backgrounds consisting of 64 males and 36 females where sampled for the study. Out of this number, 63% reside in urban areas, whereas 37% reside in rural areas. The results indicate that about 58% of parents have an unfavourable attitude towards sex education in lower primary schools. Unsurprisingly, all the parents who held unfavourable attitude towards sex education said that children are too young for sex education at the lower primary school level. However, of the parents who held favourable attitude; 81% indicated that children are exposed a lot these days. 17% admitted that sex education will be helpful to the children and 2% said children ask questions about sex anyway and needed to be provided with answers. Finally, the results showed that there is no gender difference in parental attitude towards sex education, as well as no residency difference about sex education. However, there was a difference in parental attitude in connection to their educational level. The implications of the findings from this research are discussed.

1- Introduction

In Ghana, a confluence of cultural, religious and geographical factors creates a sensitive environment where issues of sexual and reproductive health have remained highly a taboo for decades (Mack, 2011). Sexual health is an important determinant of productivity and national development everywhere. Yet, the mere mention of “Sex” seems to evoke itchy feelings among both the young and old. Adults in the Ghanaian Society have usually refrained from discussing sexual matters with the young. Traditionally, children are brought up with strict discipline and fear and are punished for questioning their parents, especially the girls (Brocato & Dwamena- Aboagye, 2007). Consequently, young people are afraid to ask questions relating to sexual issues as they would be seen as “disrespectful” and “disobedient-” sexual issues are seen as topics for adult discussions only.

5- Conclusion

The study has provided an empirical basis, and not societal opinion about the attitude of Ghanaian parents towards sex education at the lower primary level of schooling. As in many areas of research, the area of sex education is particularly important to national progress. As an aspect of development, denying its relevance in society will be counterproductive. Education of all sorts should be beneficial to the individual who is being educated and should in many ways bring a positive impact to the community and the society at large.
Obviously, sex is a sensitive topic in our society and we must make sure that parents are involved in the dialogue on sex; especially the age sex education should start in school. Although the study has brought to the fore that parents do not subscribe to sex education at the lower elementary school level, they nonetheless favour sex education at the upper primary level. This therefore underscores the relevance of sex education to parents in the country.

Determination of pre-service elementary science teachers’ knowledge level about ozone layer

Abstract

One of the global environmental problems which threaten the earth and humanity is the Ozone Layer Depletion and the negative results that it causes. With this study, the aim is to determinate the knowledge level of pre-service elementary science teachers about the causes of the Ozone Layer Depletion, results and the precautions they will take. In this study, 30-item-questionaire has been applied to 319 pre-service elementary science teachers using survey model. Percentage (%), frequency (f) and the singlefactor variance analysis have been applied to the data obtained from application using this SPSS statistical packet program. At the end of the analysis, it has been revealed that pre-service teachers who educate the generations that will face up with this important environmental problem have both some misconceptions and inadequate and locking knowledge about Ozone Layer Depletion. Besides, it has been determinate that specific there is no difference between knowledge level of pre-service elementary science teachers about Ozone Layer according to grade level.

1 Introduction

Global warming as a result of the increase in the greenhouse effect, the thinning of the ozone layer and its consequences and the acid rains threatening the earth can be listed among the most effective global environmental problems (Brown, 2000; Bozkurt & Aydo÷du, 2004). Environmental education plays a crucial role in solving these global environmental problems. Environmental education which will start from pre-school period should not be loading encyclopedic knowledge in the minds, it should be making students conscious of environmental threats, making them think about and produce solutions, and making them to gain the insight and consciousness that a clean, stable and healthy environment is necessary for a high-quality life (Soran et. al., 2000). The ozone layer, which is highly important for the lives of living beings, has a function to filter the ultraviolet lights that come from the sun and that can have harmful effects for the living beings (Keleú, 1997). As the ozone layer becomes thinner, more ultraviolet lights reach the earth and endanger humanity and biological life (Cordero, 2001). Chemical substances called chlorofluorocarbons (CFCs) cause the protective ozone layer to become thinner. Climate changes, weakening of human and animal immune systems and skin cancer are among the consequences of the thinning of the ozone layer (Diffey, 2000; ÇÕnar, 2003; Saraiya et al., 2004; Kirsner et al., 2005). It also causes visual defects such as cataract and other cancer types by making the immune system of the living beings weaker (AkÕn, 2008). Moreover, the negative effects of the thinning of the ozone layer on plants and animals are being investigated (Thines et al., 2008). It is highly crucial for the future of the earth and the living beings to make individuals conscious and sensitive and also to give them the necessary environmental education about the environmental problems which can have important consequences for the Earth and the living beings. At this point, environmental consciousness should be raised in individuals; the level of their knowledge about the environment and environmental problems and also the wrong concepts they have on these issues should be recognized (Bozkurt & Aydo÷du, 2004). The aim of this research was to determine the pre-service elementary science teachers’ knowledge level about ozone layer which is the part of a global environmental problem.

چکیده
هدف – هدف از این مقاله, بررسی چگونگی توسعه استراتژی های بازاریابی موثر یک موسسه تحصیلات تکمیلی در دانشگاه Chiayi ملی (NCYU)، با استفاده از یک مدل است که فرآیند تحلیل سلسله مراتبی، تجزیه و تحلیل خوشه ای و تجزیه و تحلیل تناظر را ادغام می نماید.
طرح / روش شناسی / رویکرد – این مقاله در درجه اول یک مطالعه کمی با هدف توسعه ترکیب بازاریابی برای یک موسسه تحصیلات تکمیلی در NCYU در تایوان است. یک بررسی با استفاده از روش نمونه گیری تصادفی طبقه بندی شده، با 14 دانشگاه از چهار منطقه مختلف در تایوان به صورت تصادفی ساده انتخاب شده انجام شد. دو پرسشنامه انجام شد: پرسشنامه لیکرت با مقیاس پنج در مورد تصاویر مدرسه و یک پرسشنامه فرایند سلسله مراتبی تحلیلی (AHP) در مورد عوامل انتخاب مدرسه با توجه به 640 دانشجو در مقطع کارشناسی اجرا شدند. از تعداد کل پرسشنامه ها، 602 (94 درصد), پرسشنامه های معتبر تصویر مدرسه و 570 (89 درصد) پرسشنامه های عوامل انتخاب مدرسه معتبر استفاده شدند.
یافته ها – نتایج AHP نشان داد که پنج عامل مهم برای انتخاب دانش آموزان در مدارس عبارت بودند از: استخدام، برنامه درسی، شهرت آکادمیک، دانشکده، محیط زیست و پژوهش. نتایج تجزیه و تحلیل خوشه ای, پنج گروه دانشجویی را برای تقسیم بندی بازار مشخص نمودند و آنها گروه برجسته، گروه کمتر آگاه، گروه عملگرا، گروه ریاضت، و گروه سخت گیر می باشند. در نهایت، نتایج حاصل از تجزیه و تحلیل تناظر پیشنهاد نمود که دانش آموزان گروه عملگرا به احتمال بیشتر توسط NCYU جذب می شوند، و همچنین، دانش آموزان, NCYU را به شدت مرتبط با شهریه پایین تر، افراد آزمون-ورودیکمتر ، نرخ پاس آزمون-ورودی کمتر ، و الزامات فارغ التحصیلی آسان تر تصور نمودند.

1- مقدمه

Abstract

Purpose – The purpose of this paper is to examine how a graduate institute at National Chiayi University (NCYU), by using a model that integrates analytic hierarchy process, cluster analysis and correspondence analysis, can develop effective marketing strategies.

Design/methodology/approach – This is primarily a quantitative study aimed at developing a marketing mix for a graduate institute at NCYU in Taiwan. A survey using stratified random sampling was conducted, with 14 universities from four different areas in Taiwan randomly selected for the study. Two questionnaires were conducted: a Likert’s five-scale questionnaire regarding school images and an analytic hierarchy process (AHP) questionnaire regarding school selection factors were administered to 640 undergraduate students. Of the total number of questionnaires, 602 (94 percent) valid school image questionnaires and 570 (89 percent) valid school selection factors questionnaires were used.

Findings – The results of AHP revealed that the five most important factors for students’ school selection were: employability, curriculum, academic reputation, faculty, and research environment. The results of clustering analysis identified five student groups for market segmentation, and they are the Prominence group, the Less aware group, the Pragmatic group, the Austerity group, and the Fastidious group. Finally, the results of correspondence analysis suggested that students of the Pragmatic Group are more likely to be attracted by NCYU, and also, students perceived NCYU to be strongly associated with lower tuition, fewer entrance-exam subjects, lower entrance-exam pass rates, and easier graduation requirements.

Research limitations/implications – It would be better to conduct a factor analysis before using AHP.

Practical implications – Particularly, NCYU should establish new curricula relevant to internationalization, develop curricula in school finance and educational economics, and form study groups to enhance graduating student employment opportunities. Generally, higher educational institutions may adopt the research model developed in this study to develop their marketing mix for better results.

Originality/value – This paper documents research that was the first to integrate AHP, cluster analysis, and correspondence analysis in developing a marketing mix for higher educational institutions.

1- Introduction

Higher education in Taiwan has expanded dramatically in recent years. The number of institutions of higher education in Taiwan grew from 22 in 1984 to 163 by 2006. In accord with this trend, institutions of higher education specializing in teacher training increased from 12 in 1995, to nearly 70 by 2006. This growth has created fierce competition, necessitating the development of effective marketing strategies in graduate teacher training institutions.

The Graduate Institute of Educational Administration and Policy Development of National Chiayi University (NCYU – the university’s abbreviation, through this article), a graduate level teacher training institution, aims to prepare educational organization leaders conducting advanced research in relevant fields. When this institution was established in 2001, the market was not particularly competitive, while the pool of students seeking admission was abundant. This pool has shrunk because of the rapid increase in the number of institutions of higher education, as well as sharply reduced birth rates in Taiwan. As a result, NCYU experienced a dramatic shrinkage of applications, from 249 applicants in 2004 to 133 applicants in 2005. During this time, NCYU realized that marketing was important, but it did not have sufficient funds to create sophisticated marketing approaches, which are expensive. While NCYU developed advertising and scholarship campaigns to attract students, the work was fragmentary, and the number of applicants decreased yet further, to 131 in 2007. Learning from these failures, NCYU has realized that it has to establish marketing policies based not only on advertising its specialties or offering scholarships, but which also better take into consideration the real requirements of prospective students. Additionally, because of the lack of funds, the school desires to incorporate market segmentation and market positioning techniques, in order to make its marketing strategies more cost-effective. Our research examines how NCYU can develop sound marketing strategies by using a new market model that integrates analytic hierarchy process (AHP), cluster analysis and correspondence analysis, so that the school will be able to excel in an increasingly competitive marketplace..
