چکیده

ما رابطه بین نقدشوندگی و توزیع بازده سهام را در مورد تمامی شرکت‌های پذیرفته‌شده در بازار بورس لندن بین سال‌های 2002 تا 2018 مورد بررسی قرار می‌دهیم. و یک رابطه قوی را بین توزیع بازده‌ها، همان‌طور که توسط چولگی و کشیدگی و نقدشوندگی ارزیابی شده، مشاهده می‌کنیم. 

مقدمه

مقالات و تحقیقات قابل‌توجهی در مورد نقدشوندگی سهام وجود دارند. ما رابطه تجربی بین توزیع بازده و نقدشوندگی سهام را بررسی می‌کنیم. و با کنترل ارزش جاری سرمایه بازار، نوسانات بازده سهام، حجم معاملات، و قیمت سهام در سطح شرکت، به این موضوع پی می‌بریم که سهامی که دارای درجه بالایی از عدم تقارن است، از نقدشوندگی کمتری برخوردار است. به همین دلیل است که آن‌ها اختلاف بیشتری بین قيمت خريد و فروش، معاملات صفر و روزهای بازده صفر بیشتری دارند. حتی اگر نتایج چولگی برای مدل روزهای بازده صفر ناچیز باشد، نتایج کشیدگی برای هر پنج معیار نقدشوندگی به لحاظ آماری معنی‌دار است. کشیدگی (اوج) سهام بر سطح نقدشوندگی آن نیز تأثیر منفی دارد. تحقیقات بعدی ممکن است از مفاهیم و دلالت‌های یافته‌های ما برای زمینه‌هایی مانند نظریه پورتفولیو، قیمت‌گذاری دارایی، مدیریت ریسک، و قیمت‌گذاری مشتقات استفاده کنند. 

Abstract

We investigate the relationship between liquidity and the distribution of returns, for all listed firms on the London Stock Exchange between 2002–2018. We find a strong relationship between the distribution of returns, as measured by skewness and kurtosis, and liquidity.

Introduction

There is substantial literature on the liquidity of stocks. Balasemi et al. (2015) describe liquidity as the buying and selling of a security with no considerable change in the price. Liquidity has proved to be difficult to observe, which has led to a number of liquidity measures being established in the academic literature including trading volume, bid-ask spread, zero-trading, zero-return days and various price impact models such as the Amihud ratio (Fong et al., 2017). A limited number of studies have linked liquidity to stock returns. Amihud et al. (2005) believe that liquidity predicts future returns. In addition, Baker and Stein (2004) show a positive relationship between liquidity and stock returns.

6. Conclusion

We examine the empirical relationship between the distribution of returns and stock liquidity. Controlling for market capitalization, stock return volatility, trading volume and stock price at firm level, we find evidence that stocks with a high degree of asymmetry are less liquid. This is because they exhibit a larger bid-ask spread, more zero-trading and zero-return days. Even though the skewness results are insignificant for the zero-return days model, the Kurtosis results are statistically significant for all of the five liquidity measures. A stock’s kurtosis also negatively affects the liquidity level. Further research might consider the implications of our findings for areas such as portfolio theory, asset pricing, risk management and derivatives pricing

هدف از این مطالعه مقایسه و تقابل برنامه آموزشی و شیوه های آموزشی  پیش دبستانی در کشورهای ترکیه و انگلستان است، که به بررسی جنبه های فرهنگی و بنیاد آموزش و پرورش دوران اولیه کودکی در هر دو کشور می-پردازد و برنامه آموزشی دوران اولیه کودکی را در ترکیه و انگلستان امروزی مورد بحث قرار می دهد. ترکیه و انگلستان دارای سیستم آموزش و پرورش متضادی هستند. آموزش و پرورش دوران اولیه کودکی در کشور انگلستان کودک محور است، در حالیکه این سیستم در کشور ترکیه بصورت موضوع محور  و معلم محور می باشد. آموزش و پرورش در کشور انگلستان بر روی منافع فردی کودکان، بازی رایگان، تجربه اصلی، و یادگیری یکپارچه تاکید دارد. این سیستم در کشور ترکیه بر روی تساوی گرایی و معلم محوری به جای تسهیلات تاکید دارد. 

مقدمه

بدیهی است که دوره پیش دبستانی بعنوان یکی از مراحل دارای نفوذ در زندگی یک کودک شناخته می شود. این زمانی است که شخصیت شکل می گیرد و دانش پایه، مهارتها و عادات فرد کسب می شود. در طول این دوره است که کودک بیشترین پتانسیل را برای یادگیری دارد، بنابراین موسسات پیش دبستانی با یک کار مهم مواجه هستند. تحقیقات نشان می دهد که رفتارهای کسب شده و بدست آمده در طول این دوره تاثیر شگرفی بر روی تعیین ویژگیهای شخصیتی، نگرشها، عادات، عقاید و ارزشها در بزرگسالی دارد. برای اینکه کودک از موسسات پیش-دبستانی بهره مند شود انتظار می رود که خدمات آموزشی و مشاوره به دقت انجام شود. بنابراین، اجرای سیستماتیک آموزش و برآورده ساختن نیازهای رشد و نمو کودکان باید با دقت در برنامه آموزشی طراحی شود. 

نتیجه گیری

این مطالعه نشان می دهد که چگونه آموزش دوران کودکی دو کشور تحت تاثیر زمینه های فرهنگی و فلسفی و سیستم آموزشی قرار می گیرد. یافته ها نشان می دهند که طیف وسیعی از مشترکات و تفاوتها در آموزش دوران کودکی در انگلیس و ترکیه وجود دارد، از نظر سازمان کلاسی، تدریس و محتوای برنامه درسی. مطالعه نشان می-دهد که سیاست اخیر دولت انگلیس مخصوصا ارائه راهنمای برنامه اموزشی برای مرحله پایه همراه  با روند بازرسی قانونی تاثیر زیادی بر روی برنامه ریزی کلاسی دارد. از سوی دیگر، برنامه آموزشی کودک محور ترکیه هیچگونه تاثیر قابل توجهی را بر روی برنامه ریزی در کلاسهای پیش دبستانی با توجه به محدودیتهای فیزیکی و نفوذ فرهنگی ندارد. پس از بررسی کامل برنامه آموزشی در هر دو کشور، محققین تشخیص دادند که سیستم آموزش و پرورش و اجرا در ترکیه و انگلیس با توجه به محدودیتهای سنتی و فرهنگی متنوع هستند.

Abstract

The purpose of this study is to compare and contrast preschool education curricula and practices in Turkey and England, examine the cultural aspects and philosophical underpinnings of early childhood education in both countries, and investigate and discuss early childhood curricula in England and Turkey today. Turkey and England have contrasting educational systems. The early childhood education in England has been child-centered, whereas the Turkish early childhood education system is subject-centered and teacher directed. Early childhood education in England emphasizes individual children’s interests, free play, firsthand experience, and integrated learning. Turkish childhood education emphasizes egalitarian, direct instructor rather than facilita tor.

INTRODUCTION

It is well known that the preschool period is one of the most influential phases in a child’s life; it is the time when personality is shaped and basic knowledge, skills and habits are acquired. It is during this period that the child has the highest potential to learn, thus, preschool institutions are faced with an important task. Research shows that behaviors learned during this period have considerable influence in determining an individual’s personality traits, attitudes, habits, beliefs and values into adulthood. In order for the child to benefit from preschool institutions as expected, education and counseling services should be carefully carried out. Therefore, executing education systematically and fulfilling the developmental needs of children, curricula should be meticulously designed (Krough and Slentz 2001; Aral et al. 2002; Eliason and Jenkins 2003).

CONCLUSION

This study reveals how early childhood education, of two countries, is affected by cultural and philosophical backgrounds and educational systems. The findings illustrate a range of commonalities and differences in early childhood education in England and Turkey, in terms of classroom organization, teaching and curriculum content. This study reveals that recent English government policy, especially the introduction of curriculum guidance for the foundation stage, combined with the statutory inspection process, appears to have had a strong influence on classroom planning in preschool settings. On the other hand, the highly child-centered Turkish national preschool curriculum appears to have had no significant influence on planning in preschool classrooms due to physical constraints and cultural influence. After thorough examination of the curricula and preschool education systems of England and Turkey, the researchers realize the preschool education system and implementation in Turkey and England are diverse due to contrasting cultures and traditions

Investments in power generation in Great Britain c.1960-2010: The role of accounting and the financialisation of investment decisions

Abstract

Purpose – This paper aims to explore the increasing role of financialisation on investment decisions in the power generation industry in Great Britain (GB). Such decisions affect society, and the relative role of financialisation in these macro-levels decisions has not been explored from a historical perspective.

Design/methodology/approach – The paper draws on historical material and interview data. Specifically, we use an approach inspired by institutional sociology drawing on elements of Scott’s (2014) pillars of institutions. Applying concepts stemming from regulative and normative pressures, we explore changes in investments over the analysis period to determine forces which institutionalised practices – such as accounting – into investment in power generation.

Findings – Investments in electricity generation have different levels of public and private participation. However, the common logics that underpin such investment practices provide an important understanding of political-economics and institutional change in the UK. Thus, the heightened use of accounting in investment has been, to some extent, a contributory factor to the power supply problems now faced by the British public.

Originality/value – This paper contributes to prior literature on the effects of financialisation on society, adding power generation/energy supply to the many societal level issues already explored. It also provides brief but unique insights into the changing nature of the role of accounting in an industry sector over an extended timeframe.

1 Introduction

The financialisation of energy policy implies increased use of market mechanisms, with the financial sector and financial actors (such as accountants) playing a critical role in the decision-making process of investments in power generation assets. However, with Great Britain (GB) currently witnessing an investment hiatus, should an essential commodity such as electricity, be subject to values and ideology of this phenomenon? In other words, should investments in power stations be financialised[1]? With the electricity industry struggling to secure investment, this paper challenges the paradigm of neo-liberal economic policy which is supported by financialisation for the energy sector. To be specific, this paper examines the increasing impact of accounting (with those using accounting as the financial actors with financial motive in the financialisation process) on such decisions. We do this by reflecting on historical developments in GBs generation market from circa 1960-2010[2].

Electricity is essential to support business and households, and, thus, so is maintaining a secure production of electricity. In power generation, the importance of investment is unquestioned, as commissioning a power station is a multi-million-pound investment – or billion pound if nuclear is considered. For example, the proposed joint nuclear project of the EDF and CGN companies at the Hinkley Point C plant is estimated at £24.5bn (EDF, 2015), highlighting the significance of financial capital. Investments of such magnitude draw on many fields of expertise, one of them being (management) accounting, where various investment analysis techniques (e.g. net present value [NPV], return on capital employed) are used. However, financing and accounting are not the only concern in power generation investments – location of plants, demand, supply, economic conditions, government policy and market participation also feature, to name a few, which are beyond our scope.

In GB, the capacity of existing power stations determines the ratio between supply and demand, or the capacity margin. There is a present demand for new financing (Warren, 2014) to improve the capacity margin following an investment hiatus from 2006 to 2010, when the Big Six generators[3] did almost no new significant investing. By examining the broader historical background to the present problem and, in particular, the relative influence of financial actors in the investments, we can potentially understand why GB is lacking necessary investment. We can identify how institutional forces may have affected the influence that financial actors have in the investment decision process; e.g. what caused them to change and/or remain stable, or to be more influential in investment decisions? To help identify these forces, we draw on the work of Scott (2014), who identified three pillars underpinning institutions and institutionalised practices – in particular normative and regulative pillars. We can then draw some tentative explanations on the role of financial actors (such as managers and accountants) and their methods in contributing to the present GB energy crisis.

The remainder of this paper is structured as follows. Section 2 provides and details extant literature on financialisation, institutional sociology (IS) and then some historical and contextual background to the current energy crisis. Section 3 outlines our method, with Section 4 detailing the nature of investment practices in GB’s energy sector for the analysis period. Section 5 completes the paper with some discussion and concluding comments.

نتیجه گیری

با توجه به اینکه شکاف قابل توجه و مهمی در متون در دسترس برای پرستاری انکولوژی وجود دارد؛ این تحقیق روش جدیدی را برای بررسی ادراکات مراقبت پرستاران انکولوژی بکار گرفته است. از اطلاعات ما آشکار است که مراقبت از بیماران سرطانی دارای ناتوانی ذهنی در بسیاری از موارد مشکل است؛ با این حال، تجربه ی قبلی و افزایش دانش کار با این گروه خاص از بیماران به عنوان یک عامل محافظت کننده در برابر اثرات منفی عمل می کند. مداخلات مورد نظر برای افزایش آگاهی و دانش بیماران ناتوان ذهنی باید برای کاهش اضطراب و بهبود ادراکات و نگرش های پرستاران انکولوژی در هنگام مراقبت از این گروه از بیماران انجام شوند.

Abstract

Purpose Caring for people with cancer or an intellectual disability (ID) is stressful: little is known about the combined impact of caring for cancer patients with an ID, though this is expected to be especially challenging.
Method Eighty-three nurses, working in oncology or a related field (i.e. palliative care) were recruited. Perceptions of caring for patients with and without an ID were measured, alongside potentially confounding information about participant demographic characteristics and perceived stress.
Results Participants felt less comfortable communicating with patients with an ID about their illness (F(1,82) = 59.52, p < 0.001), more reliant on a caregiver for communication (F(1,82) = 26.29, p < 0.001), and less confident that the patient’s needs would be identified (F(1,82) = 42.03, p < 0.001) and met (F(1,81) = 62.90, p < 0.001). Participants also believed that caring for this patient group would induce more stress, compared with patients without an ID (F(1,81) = 31.592, p < 0.001). Previous experience working with ID patient groups appears to mitigate some perceptions about providing care to this population.
Conclusions Caring for cancer patients with an ID may intensify this, already difficult, role. Through training and knowledge exchange, oncology nurse’s confidence in communication, providing appropriate care, and positivity towards this patient group may be improved.

Conclusions

This research has taken a novel approach to investigate the care perceptions of oncology nurses, a notable and important gap in the current oncology nursing literature. It is evident from our data that providing cancer care to patients with an ID is perceived as being more difficult in many respects, however previous experience and increased knowledge working with this specific patient group acts as a protective factor against negative effects. Interventions to increase ID awareness and knowledge should be implemented to reduce anxiety and improve the perceptions and attitudes of oncology nurses when caring for this group of patients.

This paper concerns the geographical distance between a firm and the universities in its local area. It is argued that firms’ decisions to collaborate with universities for innovation are influenced by both geographical proximity to universities and the quality of these universities. The findings show that being located close to a lower-tier university reduces the propensity for firms to collaborate locally, while co-location with top-tier universities promotes collaboration. However, it is also found that if faced with the choice, firms appear to give preference to the research quality of the university partner over geographical closeness. This is particularly true for high-research and development intensive firms.

1 Introduction

Universities play diverse roles in the economic system: they educate and train talented problem-solvers; they are the setting for most of the basic research undertaken in the economy; they provide cultural amenities to a local area; and they are sites, in their own right, of important economic activity (BOK, 2003; CHARLES, 2006). Given these roles, universities, which are often seen as crucial resource endowments within regions, are central to the creation and support of regional competitive advantages (GODDARD and CHATTERTON, 1999). Universities also may provide direct assistance to industrial firms in their innovative activities, providing advice, contacts or even ideas that can help firms to identify and incorporate valuable external knowledge into their innovation processes (CHESBROUGH et al., 2006; MOWERY et al., 2001). Research shows that firms with the ability to build links with university research may conduct more productive technological search (FLEMING and SORENSON, 2004), gain higher status and value from the commercial exploitation of their knowledge (ZUCKER et al., 1998), and even may be more likely to innovate (FELDMAN, 1994).

Given the importance of universities for innovation, there has been much research effort to understand better the determinants of university–industry relationships (for example, AGRAWAL and HENDERSON, 2002; BEISE and STAHL, 1999; COHEN et al., 2002; HENDERSON et al., 1998; JAFFE et al., 1993; LAURSEN and SALTER, 2004; LINK and SCOTT, 2005; MOHNEN and HOAREAU, 2003; MUELLER, 2006; PAVITT, 1991; and ROSENBERG, 1990). This body of work explores the range of factors and motivations that lead some firms towork with universities. It examines the character of the relationships between universities and industrial firms, including the types of knowledge exchanged in the innovation process. A part of this broad literature focuses on the geography of university–industry relationships (for example, ABRAMOVSKY et al., 2007; ARUNDEL and GEUNA, 2004; BRAUNERHJELM, 2008; BRESCHI and LISSONI, 2001; FELDMAN, 1994; JAFFE, 1989; and MANSFIELD and LEE, 1996). This subset of the literature examines the important positive aspects of geographical proximity between firms and universities.

While it is not disputed that geography is an important determinant of firms’ collaborative behaviour for innovation, this paper argues and substantiates empirically that the relationship between geographical proximity to a university and a firm’s propensity to collaborate with a local university in the innovation process is influenced by both physical distance and the research quality of the local university. It is argued that a firm’s decision to collaborate with its local university is more likely if this is one of the top-tier universities. Accordingly, it can be conjectured that geographical distance to the nearest top-tier university is positively related to the firm’s propensities to collaborate with a local university, and that there is no or even a negative relationship between geographical distance to the nearest low-tier university and the propensity to collaborate locally. Based on three ‘classes’ of universities in terms of research quality, this paper provides overall empirical support for these ideas. Yet, while the findings indicate that the first-best choice – from the firms’ point of view – is to collaborate with a local, top-tier university, in the absence of a high-quality local university, the second-best choice would seem to be collaborating with a non-local (presumably high-quality) university rather than cooperating with a local, lower-tier university. In addition, this study shows that firm–university relationships are moderated by research and development (R&D) intensity: firms with above-average R&D intensity are less prone to collaborate with (high-quality) local universities compared with firms with below-average R&D intensity. In other words, geographical proximity matters more for firms with lower absorptive capacity.

The empirical approach in the present paper involves combining data from a number of rich sources, including the 4thUK InnovationSurvey, the UK’s ResearchAssessment Exercise (RAE) 2001, and information on regional economic and labour resources. In order to calculate geographical distances, postcode grid data from GRIDLINK and Euclidean geometry are employed. The means of estimation is a nested logit model. The paper is structured as follows. The next section reviews the extant literature and produces a set of theoretical expectations. This is followed by a section that describes the data and methodology; and a results section. The final section provides conclusions and a discussion.

مقدمه

Abstract

There is a growing consensus that land management for nature conservation in the UK must move from being a negative, essentially protectionist, activity to being a positive, creative, managerial one. Maintaining and enhancing biodiversity is the driving force for both statutory and voluntary nature conservation organisations. Leisure development is often associated with a change of land use to a ‘less natural’ environment, which threatens nature conservation interests. However, this does not have to be the case. Environmental assessments for some leisure developments which involve large areas of land, including areas marginal to the main focus of recreational activity, have suggested, at the planning stage, that such developments can result in environmental improvements. This paper examines the three Center Parcs UK Holiday Villages established in coniferous woodland plantations and illustrates the biodiversity gains, which can be achieved. Careful site selection, environmentally sensitive design and construction, and management regimes that foster target species and habitats are important. Ecological monitoring is vital both to quantify and substantiate biodiversity gains and to raise awareness and confrm expectations.

INTRODUCTION

Traditionally land management for nature conservation in the UK has been both protectionist and reactive. Strategies to deal with perceived threats comprised site acqui- sition, designation and management agree- ments (Selman, 1992). However, the level of landscape and habitat degradation and frag- mentation in the UK, experienced since World War II, has prompted the development of habitat restoration. Many resource man- agers wish to restore habitat because they are concerned that remaining natural and semi-natural habitats are being degraded both by their isolation and their vulnerability to external environmental factors. Rowell (1991), for example, estimated that 200 Sites of Special ScientiŽc Interest (SSSIs) are dam- aged or destroyed every year.

Ongoing ecological monitoring

A key objective of monitoring ecological change is to provide data as a scientifc basis for conservation (Spellerberg, 1991). Quantifying biodiversity gains also raises aware- ness and expectations. This is important for both employees and clients. Monitoring also allows for site-specifc management plans targeted at the effective deployment of avail- able resources and thus sustains biodiversity gains and for Center Parcs helps to guarantee commercial success.

Abstract

Many foreign jurisdictions of both civil and common law traditions have long recognised an obligation to act in good faith when making and performing contracts. Historically, this was not an approach recognised by the English courts. Rather, English law was said to have “committed itself to no… overriding principle [of good faith] but has developed piecemeal solutions in response to demonstrated problems of unfairness”. 1

The absence of a general, overriding duty to act in good faith does not however, mean that this is not an issue with which English courts have had to grapple. EU legislation frequently imposes such a duty on contracting parties, 2 whilst the common law also recognises a duty to act in good faith in certain specific types of contract eg contracts of employment or insurance. What is more, the Courts will enforce express contractual terms that parties are to act in good faith and it would now seem in light of the decision in Yam Seng Pte Ltd (a company registered in Singapore) v International Trade Corporation Ltd3 (‘Yam Seng’) that they are also willing to imply such terms into commercial contracts in certain circumstances.

This article focuses on the last two of those eventualities, namely express and implied contractual obligations to act in good faith, and it does so with reference to a number of decisions of the last two years.

با وجود ظهور بازسازی شهری و توسعه پایدار به عنوان یک گرایش موازی در سیاست های شهری بریتانیا، هماهنگی کمی بین آنها و عدم تعادل در عمل وجود داشته است و همیشه تاکید بیشتری بر روی موضوع رسیدن به بازسازی های شهری وجود داشته است، به خصوص از نظر بازسازی های اقتصادی و تاکید کمتری بر روی توسعه پایدار تاکید وجود داشته است. می توان این استدلال را مطرح کرد که تمام بازسازی های شهری از طریق بازیافت زمین ها و ساختمان های متروکه ، کاهش نیاز برای توسعه  های پیرامونی و تسهیل توسعه شهرهای متراکم تر، باعث توسعه پایدار می شوند. اما در پایین تر از این سطح راهبردی، سیاست های شهری بریتانیا هنوز باید به صورت کامل نیاز به برنامه های پایدارتر را رفع کند. این مقاله، این سوال را از طریق ارزیابی سیاست در لیورپول و یک مورد پژوهی نسبت به خیابان بولد/ دوک ( مشارکت Rope Walks) را بررسی می کند: یک ناحیه با کاربری های ترکیبی که در کنار مرکز شهر قرار گرفته است. قرار دادن فعالیت های محلی در زمینه سیاستهای ملی اهمیت زیادی دارد به همین دلیل این مقاله نیز کار خودش را بحث در رابطه با این موضوع شروع می کند که تا چه حدی اصول توسعه پایدار در سیاست های بازسازی شهری در سطح ملی رعایت شده است. سپس ما در این مقاله سیاست را در مقیاس شهری در لیورپول بررسی می کنیم و سپس در سطح دقیق تری در ناحیه Rope Walks این موضوع را ارزیابی می کنیم. در قسمت جمع بندی، بیان می کنیم که این فعالیت ها یک بازسازی اقتصادی و به صورت دقیق تر، توسعه مجدد املاک می باشد و مهم ترین عامل پیش برنده آن در ناحیه بازسازی همین موضوعات هستند و روش هایی وجود دارد تا بتوان ناحیه مورد مطالعه را به صورت یک فرآیند پایدار از نظر زیست محیطی، بازسازی کرد.

مقدمه

بازسازی های شهری به یکی از مهم ترین المان های سیاست های شهری در بریتانیا تبدیل شده است. از زمان تصویب قانون نواحی شهری داخلی در سال 1978 ، یک ترکیب از فرآیند های ابتکاری معرفی شده است که با معرفی بودجه بازسازی منفرد و آژانس های بازسازی برای انگلستان، این برنامه ها تقویت شده اند: مشارکت انگلستان. از اوایل دهه 1990، توسعه های پایدار از نظر زیست محیطی به عنوان یک المان مهم از سیاست های شهری خودش را نشان داده است. در توسعه پایدار: استراتژی UK ( 1994)، دولت اهمیت بازسازی های شهری و تاثیر آن بر روی الگوی پایدار از توسعه ها را تایید کرد که از «نواحی از قبل توسعه یافته به موثرترین شکل استفاده کرده و آن ها را به مکانی جذاب تبدیل می کند که برای زندگی و کار مناسب است».

یک ابهام در نگرش برای تفسیر و بررسی کردن مفاهیم مرتبط با هدف توسعه های اقتصادی در زمان تغییر از سطح ملی به سمت سطح محلی وجود دارد. حتی بخش هایی  از دپارتمان های زیست محیطی، حمل و نقل و نواحی مرتبط با مشارکت های انگلیس که مسئول بازسازی های شهری هستند هم تعهد کمی نسبت به توسعه پایدار دارند. اولویت اول برنامه توسعه واحد لیورپول نیز رفع مشکلات اقتصادی شهر می باشد. اگرچه UDP محافظت هایی را برای کیفیت محیط زیست ، منظره شهری ، فضاهای باز و میراث شهر ارائه می کند،اما آن قدر قوی نیست که بتواند یک تاثیر پایداری جهانی را ایجاد کند. در حالی که برنامه LA21 لیورپول به اصول پایداری اعتقاد دارد که شواهدکمی از اجرای آن ها در بازسازی ناحیه Rope Walk دیده می شود. 

Despite the emergence of urban regeneration and sustainable development as parallel strands of British urban policy, there has been little co-ordination between them and an imbalance in action with greater emphasis given to achieving urban regeneration, especially economic regeneration, than to sustainability. It can be argued that all urban regeneration contributes to sustainable development through the recycling of derelict land and buildings, reducing demand for peripheral development and facilitating the development of more compact cities. But below this strategic level British urban policy has yet to fully address the requirement for more sustainable development. This paper addresses this question through an examination of policy in Liverpool and a case study of Duke Street/Bold Street (the Rope Walks Partnership): a mixed use area adjoining the city centre. It is important to place local action within the context of national policies and so the paper begins with some discussion of the extent to which the principles of sustainable development are included within national urban regeneration policies before going on to examine policy at the metropolitan scale in Liverpool and then at the more detailed level of the Rope Walks area. The conclusions suggest that it is economic regeneration and more precisely property redevelopment, that is the main driving force regenerating the area and that there is some way to go before the city or the case study area achieve an environmentally sustainable regeneration process.

Introduction

Regeneration has become a major element of British urban policy. Since the passing of the Inner Urban Areas Act in 1978 an array of initiatives has been introduced, culminating in 1993 with the introduction of the Single Regeneration Budget and the regeneration agency for England: English Partnerships. Since the early 1990s, environmentally sustainable development has also emerged as an important element of urban policy. In Sustainable Development: the UK Strategy (1994) the Government recognised the importance of urban regeneration in contributing to a sustainable pattern of development that uses “the already developed areas in the most efficient way, while making them more attractive places in which to live and work” (Department of the Environment, 1994, p. 158).

Conclusions

From the national to the local level there is an ambivalent attitude to sustainable development and a constant attempt to compromise and reinterpret the concept to support the aim of economic development. Even those parts of the Department of the Environment, Transport and the Regions and English Partnerships responsible for urban regeneration policy have only a limited commitment to sustainable development. The first priority of the Liverpool Unitary Development Plan is clearly to tackle the city’s economic problems. Although the UDP offers some protection to local environmental quality, townscape, landscape and built heritage, it is much weaker in making a contribution towards global sustainability. Whilst Liverpool’s LA21 espouses sustainable principles there is little evidence of them being implemented in the regeneration of the Rope Walks area.
