چکیده
هنوز مشخص نیست که چطور تعدیل ساختار صنعتی با بهره وری کاربری ارضی تعامل دارد و اینکه چطور شهرنشینی علی رغم اهمیت آن برای پایداری توسعه ی شهری تعامل آن ها را تحت تأثیر قرار می دهد. ما به بررسی دقیق چنین تعاملاتی در چین براساس یک مجموعه داده ی پانلی از 31 واحد اداری استانی از سال های 1978 تا 2018 می پردازیم. نتایج نشان می دهند که با پیشرفت شهرنشینی، بهینه سازی ساختار صنعتی همبستگی خطی مثبتی با بهره وری کاربری ارضی شهری را نشان می دهد، درحالیکه رابطه ی بین بهسازی و ارتقاء ساختار صنعتی و بهره وری کاربری ارضی شهری به سطح شهرنشینی بستگی دارد، که از یک U شکل معکوس پیروی می کند. تأثیر بهره وری کاربری ارضی شهری روی بهینه سازی ساختار صنعتی در میان استان ها متفاوت است. ما همچنین متوجه این مسئله می شویم که سطح بالاتری از شهرنشینی تعاملات مثبت بین تعدیل ساختار صنعتی و بهره وری کاربری ارضی شهری در مناطق مرکزی و غربی کشور چین را تسهیل می نماید، اما این اثر در شرق چین خیلی چشمگیر نیست. ما توصیه های سیاست گذاری طراحی شده برای مناطق مختلف با سطوح متمایزی از وضعیت توسعه و رشد اقتصادی و ساختار صنعتی برای پایداری توسعه ی شهری را پیشنهاد و مطرح می کنیم.

2- پیوند نظری
تعدیل ساختار صنعتی از نظریه ی تکامل ساختار صنعتی پیروی می کند، که به فرآیند ارتقا و به روزرسانی ساختار صنعتی از یک سطح اولیه به سطحی پیشرفته (پیپکین و فونتس، 2017؛ یانگ و همکاران، 2019)، و همچنین ارتقا و بهبود استفاده از راندمان و کارایی عوامل تولید و بهینه سازی تدریجی تخصیص صنایع اشاره می کند (ژو، 2014). ارتقاء ساختار صنعتی به فرآیند بهبود و پیشرفت مداوم سطح توسعه ی صنعتی و ساختار صنعتی اشاره می کند. بهینه سازی ساختار صنعتی به میزان استفاده ی مؤثر از منابع و تخصیص مطلوب و بهینه ی صنایع اطلاق می شود. برهمین اساس، ما از ارتقاء ساختار صنعتی و بهینه سازی ساختار صنعتی برای نشان دادن فرآیند تعدیل ساختار صنعتی استفاده می کنیم. بهره وری کاربری ارضی شهری براساس نظریه ی ورودی – خروجی عامل می باشد و به میزان بیشینه سازی کاربری ارضی اشاره می کند (لی، هو، کوآنگ، و چن، 2017). برهمین اساس، بهره وری کاربری ارضی شهری نتیجه ی تأثیر ترکیبی ورودی و خروجی ارضی می باشد.

2-1 رابطه ی بین تعدیل ساختار صنعتی و بهره وری کاربری ارضی شهری
براساس تحلیل فوق و تحقیقات نظری روی رابطه ی میان شهرنشینی، تعدیل ساختار صنعتی، و بهره وری کاربری ارضی شهری (تانگ، لی، هو، و وو، 2020؛ تانگ، لیو، ما، 2017)، ما رابطه ی تکاملی بین تعدیل ساختار صنعتی و بهره وری کاربری ارضی شهری در طول فرآیند شهرنشینی چین را پیشنهاد می کنیم (شکل 1). با بهبود و پیشرفت شهرنشینی، منحنی رابطه ی بین ارتقاء ساختار صنعتی و بهره وری کاربری ارضی شهری به صورت یک حالت U شکل دوطرفه نشان داده شده است (خط توپر و کامل در شکل 1)، درحالیکه منحنی رابطه ی بین بهینه سازی ساختار صنعتی و بهره وری کاربری ارضی شهری درکل افزایش می یابد و نهایتا ثبات پیدا می کند (نقطه چین در شکل 1).

2-1-1 ارتقاء ساختار صنعتی و بهره وری کاربری ارضی شهری
زمانی که شهرنشینی در مرحله ی اولیه و مقدماتی قرار دارد (مرحله ی I در شکل 1)، توسعه ی صنعتی سازی به تازگی آغاز شده است، و صنعت مادر یک مزیت مطلق را اشغال می کند درحالیکه سطح بهره وری کاربری ارضی شهری در سطح پایینی قرار دارد. با این حال، همانطور که شهرنشینی به توسعه و رشد به سمت مرحله ی میانی ادامه می دهد (مرحله ی II در شکل 1)، بهبود و پیشرفت بهره وری کاربری ارضی شهری عمدتا به شدت راندمان و کارایی ورودی و خروجی اراضی شهری بستگی دارد. علاوه براین، زمانی که سطح شهرنشینی به نقطه ی بحرانی b می رسد، در مرحله ی پیشرفته ی توسعه قرار دارد (مرحله ی III در شکل 1). مطابق با نظریه ی بازده نزولی اراضی (ژائو، هوانگ، چن و چن، 2010)، زمانی که رقابت بین صنایع بیش از پیش برجسته و غالب می شود، ارتقاء ساختار صنعتی باعث خواهد شد که تأثیر ازدحام بیشتر از تأثیر تراکم و تجمع گردد. سپس کاربری ارزی خروجی مطلوب کمتری به همراه خواهد داشت، که تدریجا سطح بهره وری کاربری ارضی شهری را کاهش خواهد داد (چن و همکاران، 2020؛ فو و انگ، 2020). با این حال، زمانی که سطح شهرنشینی به نقطه ی بحرانی c می رسد، در مرحله ی تکامل یافته و کامل توسعه قرار دارد (مرحله ی IV در شکل 1). بعد از نقطه ی تعادل c، مراحل بهره وری کاربری ارضی شهری می توانند سه روند رو به بالا، روبه پایین، یا متعادل را نشان دهند، که به سطح راهبری و حاکمیتی فناوری سبز در خروجی های نامطلوب بهره وری کاربری ارضی شهری بستگی دارد.

چکیده

شهر هوشمند ایده ای است که به مردم کمک می کند تا از فناوری برای توسعه شهر استفاده نمایند. شهرهای هوشمند به سرعت در حال توسعه بوده و خدمات جدیدی ارائه می دهند که به شدت بر برنامه ریزی و سیاستگذاری تاثیر می گذارد اگر چه همراه با خدمات شهری انجام می پذیرند. طرح های انرژی مربوط به توسعه شهرهای هوشمند به بخش منابع انرژی تجدیدپذیر عظیم تری مانند انرژی خورشیدی و بادی برای برق و استاندارد بالای یکپارچه سازی صنایع و خدمات همگانی برای تامین کسب و کارها و خانوارها نیاز دارد. آگاهی از نقش‌آفرینی انرژی تجدیدپذیر در توسعه و برنامه ریزی کلی شهر هوشمند حائز اهمیت می باشد. مقاله حاضر ضمن تاکید و بررسی تاثیر روابط متقابل برنامه ریزی انرژی و شهر هوشمند به شناسایی ایده های موثر می پردازد. حوزه های برنامه ریزی انرژی متاثر از سیاست دولت هند بوده و با محیط برنامه ریزی شهر هوشمند مرتبط هستند.

۶. نتیجه گیری

مقاله حاضر بر جنبه های مختلف توسعه شهری پایدار با سیستم انرژی ترکیبی تاکید می نماید. شهرهای هوشمند به سرعت در حال ظهور بوده و خدمات جدیدی ارائه می دهند که به شدت بر برنامه ریزی و سیاستگذاری تاثیر می گذارد. سیستم انرژی ترکیبی با رویکرد سنجش خالص [مصرف انرژی] در شبکه اصلی ادغام شده و طرح سنجش هوشمند به دارنده این سیستم اجازه می دهد تا برق اضافی حاصل از سیستم انرژی ترکیبی را به شکت برق با قیمتی دقیق که برق از شبکه اصلی تامین می شود، بفروشد و این امر منجر به صرفه جویی اقتصادی می گردد. در این کار، سیستم انرژی خورشیدی و بادی برای برق و استاندارد بالای یکپارچه سازی صنایع و خدمات همگانی برای تامین کسب و کار و خانوارها در نظر گرفته شد. به علاوه، امکان سنجی اقتصادی سیستم انرژی ترکیبی متصل به شبکه برای بهره برداری اقتصادی و کارآمد این سیستم برای تامین برق ساختمان های مسکونی، تجاری و صنعتی در شهر هوشمند در هند ارائه گردید. همچنین، اقدامات پروژه شهر هوشمند مبتنی بر سیستم انرژی ترکیبی مورد بحث قرار گرفته است.

Abstract

Smart city is an idea that helps people to use technology for the development of city. Smart cities are developing fast and they present new services which extremely influences planning and policy making, although they take place with urban services. Energy schemes for smart cities development need the higher part of renewable energy sources i.e. solar and wind for electricity and high standard of integration of utilities and industry providing business and households. It is more important to know the renewable energy contribution in the overall smart city’s development and planning. This paper highlights and measures the impact of energy planning and smart city interrelation and recognizes the meeting ideas. The energy planning scopes are drawn from the Indian government policy and they are related with smart city’s planning environment.

6. Conclusion

This paper highlights the different aspects of sustainable urban development with hybrid energy system. Smart cities are emerging fast and they provide the new services which tremendously effect the planning and policy making. The hybrid energy system is integrated to the main grid with the smart metering approach and the net metering scheme permits the owner of the system to sell the extra power generated from the hybrid energy system to the utility at the exact price at which the electricity is brought from the main grid, this would give the economic saving. In this work, solar and wind energy system for electricity and high standard of integration of utilities and industry providing business and households is considered. Further, the economic feasibility of grid-connected hybrid energy system for economical and efficient operation of the system to electrify the different residential, commercial and industrial buildings in smart city in India is presented. Also, hybrid energy system based smart city project actions are discussed.

چکیده

این مقاله به تعریف مصادیق (پارادایم) شهرهای هوشمند با دیدی همه جانبه درخصوص چالش های شهری معاصر می پردازد. این تعریف دربرگیرنده ی پیگیری اهداف توسعه ی پایدار و نیاز به ادغام رفتارهای شهر تاب آور به طور ویژه در راستای پاسخ به اثر تغییر اقلیم می باشد. این سناریو همچنین دربرگیرنده ی تعریف شهرهای هوشمند به عنوان ابزاری برای کمک به سیاستگذاران و مدیران شهری در هدایت راه حل های مبتنی بر فناوری های اطلاعات و ارتباطات نوظهور به منظور تحقق آن دسته از طرح های راهبردی شهری می باشد که این مشکلات را برطرف می کنند. بنابراین، در اینجا چارچوبی تحلیلی برای اشاره به خلأ پژوهشی موجود درخصوص دانش این حوزه پیشنهاد می شود. این چارچوب امکان هدایت اهرم فناوری اطلاعات و ارتباطات شهرهای هوشمند را نه تنها برای دستیابی به اهداف اقتصادی که ویژگی ذاتی طرح های ابتکاری شهر هوشمند می باشد، بلکه برای رسیدن به ابعاد دیگر پایداری از جمله اهداف زیست محیطی، اجتماعی، سازمانی و فرهنگی میسر می سازد. برای رسیدن به این هدف، چارچوب های شاخص پایداری کلی و همچنین مجموعه ای از شاخص های شهر هوشمند بررسی می شوند. این موارد به عنوان منابع بالقوه ی طبقه بندی های خاص خدمات شهر هوشمند برای توسعه ی پایدار شهری بررسی می شوند. به کمک تلفیق گزینه های مختلف، داشبورد پایداری که زمانی یکی از سیستم های شاخص توصیه شده توسط کارشناسان بود، بازنگری می شود. این داشبورد به عنوان چارچوبی برای تحلیل و کمک به حفظ هدف گذاری راهبردی راه حل های شهر هوشمند در طول چرخه ی عمر کامل آن ها درخصوص پایداری، تطبیق داده می شود. برای تکمیل چارچوب طبقه بندی کیفی-تحلیلی، خدمات ارائه شده توسط راه حل واقعی شهر هوشمند یعنی مرکز عملیات های ریو دو ژانیرو، به عنوان یک مدل انتخاب می شود. این کار امکان بررسی گذار 9 ساله ی این مرکز از پیکربندی گسترده تر، با ظرفیت تر، راهبردی تر و نوآورانه تر درخصوص گرایش به ابعاد پایداری به سمت ترکیبی عملیاتی و محدودتر را که همیشه به بعد اقتصادی اختصاص داده شده است، میسر می سازد.

در پاسخ به مشکلات شریرانه ی شهری و چالش های معاصر دیگر که با اثرات تغییر اقلیم شدیدتر می شوند، دولت های شهری سرتاسر جهان به اهداف توسعه ی پایدار مانند بهبود در تاب آوری شهری احساس تعهد کرده اند. این توافق درخصوص پایداری، مستلزم آن است که مقامات شهری قادر باشند تا طرح های راهبردی گرایش دار به سمت پایداری گسترده تر در کوتاه و میان مدت را تشریح و محقق نمایند، به عبارت دیگر، نه تنها بر اولویت بندی دیدگاه اقتصادی، بلکه بر ابعاد محیطی، اجتماعی، سازمانی و فرهنگی نیز تمرکز نمایند.

مدیران دولتی با کمک خواستن در مقابله با این فشارها، به خدمات شهر هوشمند و نهادینه سازی سیستم های شاخص تکیه کرده اند که می توانند کارآمدی این راه حل ها را اثبات نمایند. با این حال، علیرغم تلاش های نهادهای استانداردسازی و افزایش تعداد مدل های شاخص جایگزین، هنوز هیچ استاندارد شناخته شده ی جهانی برای معماری های شهر هوشمند وجود ندارد که پیچیدگی تحلیل کیفی و کمّی عملکرد آنها به خصوص از نظر توجه به تمام ابعاد پایداری متعادل می سازند. این کار، اثربخشی رتبه بندی های کلی شهرها را به عنوان سازوکارهای تشویقی برای بهبود عملکرد آنها و استفاده ی مجدد از راه حل های موفق شهر هوشمند در زمینه های دیگر شهری به خطر می اندازد.

Abstract

This article contextualizes the smart cities paradigm in the panorama of contemporary city challenges, which increasingly encompasses the pursuit of sustainable development goals and the need to incorporate urban resilient behaviors, mainly in response to the impacts of climate change. Such a scenario also comprises the interpretation of smart cities as tools to assist policymakers and city administrators in directing solutions based on emerging information and communication technologies (ICTs) to the materialization of urban strategic plans addressing these confrontations. There are, however, no established indicator systems that attest to the substantiation of such plans by smart city solutions, nor to their alignment with the goals of urban sustainable development. Therefore, an analytical framework is proposed here to address this knowledge gap. It enables guiding the leverage of smart cities’ ICTs, not only for the achievement of economic goals, a feature intrinsic to smart city innovations, but also to reach other sustainability dimensions, as the environmental, social, institutional and cultural. To this end, generic sustainability indicator frameworks and also a set of smart city indicators are explored. They are examined as potential sources of specific taxonomies in smart city services for urban sustainable development. From this compilation of options, the Dashboard of Sustainability, once one of the indicator systems most recommended by experts, is revisited. It is adapted as a framework for analyzing and helping to maintain the strategic targeting of smart city solutions, during their entire lifecycle, at sustainability. To complete the qualitative-analytical-taxonomic frame, the services offered by a real smart city solution, the Rio de Janeiro Center of Operations, are employed as a model. This allows investigating its 9-year transition from a wider, larger capacity, strategic and innovative configuration in orientation towards sustainability perspectives, to a more narrow, operational composition, that is predominantly devoted to the economic dimension.

5. Concluding

remarks In response to urban wicked problems and other contemporary challenges, which are further intensified by the impacts of climate change, city governments around the world have been committing to sustainable development objectives, such as improvements to urban resilience. This agreement on sustainability has called for public authorities to be able to elaborate and materialize strategic plans oriented towards a broader sustainability in the short and medium terms, that is, focused not only on prioritizing the economic perspective but also the environmental, social, institutional and cultural dimensions.

Seeking assistance in coping with these pressures, public administrations have been relying on smart city services and the institutionalization of indicator systems that are capable of proving the effectiveness of such solutions. However, despite the efforts of standardization bodies and the proliferation of alternative indicator models, there is still no globally recognized standard for smart city architectures, and which moderates the complexity of qualitatively or quantitatively analyzing their performance, particularly in terms of considering all sustainability perspectives. This compromises the effectiveness of generic rankings among cities as incentive mechanisms for their performance improvement and the reuse of successful smart city solutions in other urban contexts.

چکیده

     مسکن همیشه نقش مهمی در افزایش نابرابری ها داشته است. موضوع مسکن حالا بیشتر جنبه مالی به خودش گرفته است و ابعاد اجتماعی و انسانی خودش را از دست داده است. یک مرور انتقادی در رابطه با جهت گیری های سیاسی در زمینه مسکن، باید رویکرد های جدیدی را برای مسکن بررسی کند. این مقاله دیدگاه های زیر  بنایی از مباحث مرتبط با سیاست های مسکن را از نگاه رویکرد توانمند سازی بررسی می کند. رویکرد توانمند سازی یک رویکرد ارزیابی هنجاری برای درک فقر، رفاه و عدالت می باشد. این رویکرد معتقد است که سیاست ها باید در اصل متمرکز بر توسعه توانمندی های افراد باشد نه این که بر روی منابع و کاربردهای آن تمرکز داشته باشد. از این دیدگاه، درک منابع و طبیعت محرومیت از نظر توانمند سازی و نابرابری ها، نقش مهمی برای از بین بردن بی عدالتی موجود در جامعه دارد و باعث می شود که اخلاقیات دوباره نقش مرکزی در مباحث سیاسی داشته باشند. ما از رویکرد های توانمند سازی چه کاربرد هایی را میتوانیم برای مطالعه های مسکن به دست بیاوریم؟ این مقاله یک کاربرد مفهومی  از رویکرد توانمند سازی را برای مباحث سیاسی مسکن ارائه می کند و به این جمع بندی میرسد که سیاست های مسکن مبتنی بر این رویکرد، دارای ارزش افزوده می باشد.

رویکرد توانمند سازی: یک مقدمه کوتاه

چکیده

Abstract

Urbanisation, environmental risks and resource scarcity are but three of many challenges that cities must address if they are to become more sustainable. However, the policies and spatial development strategies implemented to achieve individual sustainability objectives frequently interact and conflict presenting decision-makers a multi-objective spatial optimisation problem. This work presents a developed spatial optimisation framework which optimises the location of future residential development against several sustainability objectives. The framework is applied to a case study over Middlesbrough in the North East of the United Kingdom. In this context, the framework optimises five sustainability objectives from our case study site: (i) minimising risk from heat waves, (ii) minimising the risk from flood events, (iii) minimising travel costs to minimise transport emissions, (iv) minimising the expansion of urban sprawl and (v) preventing development on green-spaces. A series of optimised spatial configurations of future development strategies are presented. The results compare strategies that are optimal against individual, pairs and multiple sustainability objectives, such that each of these optimal strategies out-performs all other development strategies in at least one sustainability objective. Moreover, the resulting spatial strategies significantly outperform the current local authority strategy for all objectives with, for example, a relative improvement of up to 68% in the performance of distance to CBD. Based on these results, it suggests that spatial optimisation can provide a powerful decision support tool to help planners to identify spatial development strategies that satisfy multiple sustainability objectives.

Resulting development plans significantly outperform the current development trend as set out by the local authority. The use of the Pareto-optimal approach provides a rich set of diagnostic information on the possible trade-offs, with the potential to constitute a spatial decision support tool. These optimal spatial plans identify a sub-set of possible planning objectives that, if considered with other qualitative planning objectives, can be used to inform final panning decisions. A major strength of this approach is the ability to present assessments of each objective alongside the resulting spatial pattern of development. Extraction of non-dominated Pareto-optimal spatial configurations between pairs of sustainability objectives provides planners with a clear quantitative and visual characterisation of the potential conflicts present between the sustainability objectives investigated. The results of the Pareto-optimisation over the entire set of objectives provide the spatial configurations which have the best possible trade-offs across all objectives, providing planners with a number of best case development strategies for the criteria investigated.

A Quantitative Analysis of Sustainability and Green Transportation Initiatives in Highway Design and Maintenance

Abstract

Sustainability and green transportation initiatives have been widely promoted in highway design and maintenance in recent years. While there are many definitions of sustainability and green transportation, there has mainly been a qualitative description of such initiatives in previous works. In this paper we propose a quantitative analysis of sustainability and green transportation from highway design and maintenance perspective. There is a considerable interaction between highway design and maintenance. For example, a well designed and maintained highway should jointly minimize the initial and life-cycle costs. But, generally a precise account of maintenance life-cycle cost analysis is not performed in the design stages of a highway. In this paper a highway alignment optimization problem is analyzed and evaluated based on the joint minimization of initial and life-cycle costs. An illustrative example is presented

1 Introduction

Sustainable development has been defined by United Nation’s Brundtland commission as meeting the needs of the present people while not jeopardizing the needs of the future generation. The definition suggests that the successful application of the principles of sustainable development means setting goals, implementing practices and measuring results which balance the three-legged stool of sustainable development – economy, environment and the social quality of life (Zeitsman 2011). Sustainability in transportation generally refers to transportation that contributes to the sustainable development of the community that owns and uses the system. Traditionally, the development of transportation infrastructure were based on guidelines that minimized the initial cost, emphasized traffic mobility with minimal consideration for the social and environmental needs. Global concerns about climate change, environmental impacts and limited financial resources is necessitating the need for a different approach in selecting transportation solutions. Consequently, there is a growing desire for environmental sustainability of transportation infrastructure throughout its life cycle. A sustainable transportation system is safe, healthy, affordable, and renewable, operates fairly, and limits emissions and the use of new and nonrenewable resources (Tighe and Gransberg 2011).

Compliance with federal government’s environmental requirement has made it mandatory that environmental consideration must be included in all highway designs. All projects must have National Environmental Policy Act (NEPA)/Environmental approvals unless it can be demonstrated that no permit is required. At operation stages hybrid or alternative fuel vehicles are replacing old fleets to enhance the reduction of Greenhouse gases (GHG). While these measures go a long way in introducing sustainability and green transportation in the transportation infrastructure development process, the concept is yet to be fully implemented at the design and maintenance stages as it is usually very difficult to quantitatively analyze sustainability and green transportation initiatives.

The objective of this study is to provide a quantitative framework for analyzing sustainability and green transportation initiatives in highway design and maintenance. Specifically, we formulate the life-cycle maintenance cost of a highway to be considered in conjunction with various initial costs (such as right-of-way, pavement, and earthwork costs) in the highway alignment optimization process.

Dilemma of green and pseudo green architecture based on LEED norms in case of developing countries

Abstract

Achieving sustainable and eco-friendly architecture is one of the main objectives that humans for creating a better life have made as the ultimate model for all their professional activities. For this reason, moving towards a greener architecture is considered the main goal of the contemporary architecture of our time. The goal of this study is to analyse architectural projects that have been already performed in the Middle East countries in terms of their compatibility with actual concepts of sustainability and their required green criteria. Therefore, for the sake of review and study, this paper is intended to discover up to what level the sustainability rating system such as LEED (Leadership in Energy and Environmental Design) can be effective in rating contemporary architectural projects. Studies indicate three concepts for analysing contemporary architecture and have found to be descriptive: (1) green, (2) pseudo green and (3) energy-monger. The studies have also shown that some of the projects, although trying to display sustainable architecture concepts in appearance, in reality they turned out not to be sustainable enough. In latter steps, this paper intends to evaluate and examine the effectiveness of the LEED rating system. In evaluating LEED rating system, the results inferred indicate that the system is intended more for programming than actual designing purposes and is not an efficient instrument for analysing architectural design process. Analysis based on this study suggests that, for moving from pseudo green to green architecture, it is necessary to use design-oriented patterns.

1 Introduction

Green building (also known as green construction or sustainable building) refers to a structure and usage processes that are environmentally responsible and resourceefficient throughout the building’s life-cycle: from design to construction, operation, maintenance, renovation, and demolition. This requires close cooperation of the design team, the architects, the engineers, and the client at all project stages (Ji and Plainiotis, 2006). In general, green buildings conserve resources by using energy, water, and materials more efficiently during the entire life of the building, including the initial construction phase (LOHAS Dictionary, 2010). Green buildings utilize techniques, materials, and methods aimed at reducing the building’s negative impact on the environment, while increasing the level of comfort, health, and productivity of its occupants (Sussman, 2008). The term green building may also refer to a sustainable or high performance building; these terms are often used interchangeably although differences do exist. Currently, green and sustainable building philosophies are merging into what may best be described as a movement founded upon “creating a healthy built environment based on ecologically sound principles” while considering the “entire life cycle of the built environment” (Montez and Olsen, 2005 and Elmualim et al., 2012). Although new technologies are constantly being developed to complement current practices in creating greener structures, the common objective is that green buildings are designed to reduce the overall impact of the built environment on human health and the natural environment (U.S. Environmental Protection Agency, 2009). Nowadays, to determine the amount of being green in the green buildings, there are some global standards and rating systems. LEED (Leadership in Energy and Environmental Design) is the most popular sustainability rating system used in the United States (Cryer et al., 2006). The Green Globes system is also popular for smaller projects because it provides online guidance with an affordable third-party verification process. Another standard less commonly used in the United States is the Building Research Establishment Energy and Environmental Assessment Model (BREEAM) (Morrison, 2012). Some cities, such as Seattle, and many countries, such as Canada, Australia, and Japan, have established their own standards. All of these systems are similar to the U.S. LEED and BREEAM ratings in that they have a certified point system for rating various sustainable features, as well as a mechanism for certifying the building (Mahdavinejad, 1998). For the purpose of this paper, developing countries’ approach to green buildings was selected, so a case study on ten green buildings in the Middle Eastern countries is considered and the rate of how green these buildings are is calculated. To achieve this purpose, a checklist of eight items of green architecture is designed by us and in each item the amount of being green, pseudo green and energymonger is recorded. On the other hand, the LEED rating system as a globally recognized standard system has been selected and based on the items on this standard, the amount of being green is calculated. Then, the obtained survey by our checklist is compared with the resulting survey from the LEED norms and the correlation between them is calculated.

An evaluation of sustainable design and construction criteria for green highway

Abstract

Sustainability has been widely debated in the construction industry in recent years. Though various assessments have previously been developed to help improving sustainability of construction projects, those assessments seem missed the base network for cities and buildings which are highways. Therefore, there is the need to select variety of design and construction activities criteria for green highway and determine the weightage factor for every criterion in order to categorize which criteria that most contribute to the green practices based on the priority. The aim of this paper is to explain the determination of weightage for criteria of design and construction activities. The methodology processes begin with data collection by using questionnaires distribution to the expertise who involve in highway development and also green issues. There were 140 respondents had been chosen to fill in the questionnaires survey. The data had been analysed using SPSS with factors analysis method. Results from the analysis show the evaluation of the criteria base on the important criteria in design and construction action of green highway.

1 Introduction

In earlier decade, sustainable development idea has grown up from numerous environmental movements. Recently sustainable issues have been widely discussed especially in construction industry. Sustainable development is a key issue in order to meeting the environmental objectives and fulfils the demand of the large infrastructure projects due to increasing numbers of population growth and urban density [1]. Sustainable design can be one of the factors that can minimize the impacts of the highway to the environment. Noise, ground and water pollution, habitat disturbance, land use, air, climate change vibration and contamination to plant and wildlife are the effects of construction and vehicle emissions [2]. The impact can be changed by design, construction and management of road, parking and other facilities.

The green highway rating system was introduced to determine the level of greenery and environmental friendly of the highway. Since roads run through the landscape, road have point source impact and linear effect. Greenroads is the first green highway rating system that has been established in United States. It is a voluntary third party rating system for road project which seeks to recognize and reward the roadway projects that exceed the public expectation for environmental, economic and social performance [3]. In the rating system, in order to maintain, support or endure the long term maintenance of responsibility, sustainable design becomes one of the most important criteria for giving a credit [4]. Washington Internship for Students Engineering (WISE) has introduced the green highway rating system. The rating system is to make sure the highway design is sustainable, environmental friendly and giving less impact of environment damage [3] which can be used for developing and classifying an environmentally and economically sustainable highway [5]. In the modern highway design, the new technology such as advance planning, intelligent construction and transport system and maintenance technique has been used to reduce the impact of highway to the environment.

Nowadays, green rating system becomes a popular tool to confirm the green credential of building. Most countries have developed their own green building rating system. The countries that already have the rating system are United States, Canada, Australia, United Kingdom, Hong Kong, Japan, Taiwan, Singapore, Philippine, European, Korea, India and Australia. Malaysia also owns the green building rating system which is GBI. With the successful implementation of green building rating system, the rating system has been widened into the highway. There are three rating system for the highway that has been found which is Greenroads, Green Leadership in Transportation and Sustainable (GreenLITES) and Illinois-Livable and Sustainable Transportation (I-LAST). The evaluation for the green highway is not yet available in Malaysia.
