چکیده

این نظریه به جای بررسی مدیریت بحران در مطالعات گردشگری در مورد لزوم تغییر جهت پژوهشگران بر انعطاف-پذیری استدلال می کند. در حالی که این دو مفهوم به طور ذاتی با یکدیگر در ارتباط هستند، مطالعات موجود دوّمی را بر اوّلی مقدّم می دانند. همچنین، تمرکز جدّی بر بلایای طبیعی به عنوان پس زمینۀ پژوهش های انعطاف-پذیری در گردشگری برجسته شده است. من استدلال می کنم که تغییرات سریع و آهسته که بر سیستم گردشگری و مسائل مفهومی تأثیر می گذارند باید با توجّه به مفاهیمی مانند انعطاف پذیری مقصد مورد مطالعه قرار بگیرند. چندین شکاف در ادبیات گردشگری را در مورد انعطاف پذیری برجسته کرده و راه هایی را برای پژوهش های بیشتر ارائه می دهم. به ویژه، بر لزوم پژوهش دربارۀ انعطاف پذیری مقصد، انعطاف پذیری روانشناختی، انعطاف پذیری کارکنان و انعطاف پذیری سازمانی تاکید شده است.

Abstract

This opinion piece argues the need for researchers to shift to resilience rather than crisis management research in tourism studies. While the two concepts are inherently linked, existing studies prioritize the latter rather than the former. Also, a strong focus on disasters as the backdrop for resilience research in tourism is highlighted. I argue that both fast and slow paced changes that impact the tourism system and conceptual issues with respect to concepts such as destination resilience must be studied. I highlight several gaps in the tourism literature on resilience and offer avenues for further research. Specifically, the need for research on destination resilience, psychological resilience, employee resilience and organizational resilience is emphasized.

The unprecedented rise in the number of disasters and crises affecting the tourism industry worldwide has brought forth the importance of resilience building in the tourism industry. While tourism researchers are devoting much attention to crisis management, it is perhaps now the opportune time to question the relationship between crisis and disaster management, and resilience. Inherently crises are different from disasters with the latter implying a situation where there is severe loss of life and long-term damage to the society (Boin & McConnell, 2007; Hall, 2010). As such, the scale of an event, its character, and the vulnerability of a system prior to an event are important issues that must remain at the forefront of any resilience or crisis management thinking in tourism studies. There is a tendency for researchers to view crisis management as a holistic process involving prevention, planning, response, recovery and learning. These phases are not static and clearly identifiable as implied (Boin & McConnell, 2007).

چکیده

هر فاجعه طبیعی بزرگی مانند زمین لرزه که رخ می دهد نیاز فوری به انواع مختلف منابع دارد یعنی منطقه ای که به طور عمده دارای منابع پزشکی، منابع انسانی و منابع زیربنایی باشد. اینکه به چه سرعت نیاز به منابع را می توان تامین نمود تعیین کننده میزان آسیب و تلفات انسانی در آن فاجعه است. از این رو، آگاهی داشتن درباره اینکه چه نوع منابعی معمولا پس از یک فاجعه مورد نیاز است، باعث می شود تا سازمانها بهتر بتوانند برای راه حل های مهم برنامه ریزی نمایند و هم چنین بتواند برای کاهش هر گونه فاجعه آتی نیز آماده تر باشد. هدف از این مطالعه این است که نیازهای منابع را در طول یک فاجعه بزرگ مثل زمین لرزه رخ داده در نپال و بخش هایی از هند در آوریل سال 2015 – ارزیابی شوند. این پژوهش با همکاری پزشکان برای شما (DFY) که یک سازمان بشردوستانه از متخصصان پزشکی است، انجام گرفت و این سازمان نیز در فاجعه های مختلف کار می کنند. مجموعه ای از پیام های واتس اپ در میان اعضای DFY که در این فاجعه مشغول به کار بودند، مبادله می شد؛ این پیام ها از مناطقی واقع در نپال تحت تاثیر گرفته شده بودند جمع آوری و مورد تجزیه و تحلیل قرار گرفتند تا نیازهای متنوع منابع و تاخیر مربوط به بسیج چنین منابع را شناسایی کنند. این مطالعه نشان داد که در مورد انواع مختلف منابع ، نیازهای فزاینده ای وجود دارد و همچنین آشکار می کند که برای منابع مختلف، بین نیاز و دسترسی واقعی منابع تاخیرهای قابل توجهی وجود دارد. اکتشافات این مطالعه نه تنها به مدیریت ریسک فاجعه در نپال کمک می کند بلکه به برنامه ریزی به منظور آمادگی بیشتر در سایر مناطق آسیب زا در جهان نیز کمک می کند.

6- نتیجه گیری

این مطالعه پس از این، یک مجموعه داده ای از پیام های واتس آپ را که در میان اعضای “پزشکان برای شما” در نتیجه زمین لرزه نپال در ماه آوریل 2015 مبادله شده بود، را تحلیل می کند. در مقایسه با آثار قبلی که بر داده های جمع آوری شده از رسانه های اجتماعی آنلاین مانند توییتر / فیس بوک تکیه می کردند، داده های این تحقیق قابل اعتماد تر هستند، چرا که از متخصصین پزشکی که شناخته شده اند به دست آمده که در سایت فاجعه حضور داشته اند. سهم اصلی این مطالعه موارد زیر هستند: (i) شناسایی الزامات منابع مختلف، و (ii) مطالعه در مورد چگونگی رفع نیازهای منابع متنوع در طی مراحل مختلف فاجعه. علاوه بر این، چندین مشکل کمکی که کارگران امداد با آن مواجه می شوند نیز سرپرستی می شود. در حالی که مشاهدات در مورد تاخیر در بسیج منابع به فاجعه خاص اختصاص دارد، شناسایی منابع مورد نیاز پس از یک زلزله نسبت به سایر بلایای طبیعی مشابه (به ویژه در مناطق جغرافیایی مشابه) قابل تشخیص است.

Abstract

Any major natural disaster, such as an earthquake, is accompanied by an urgent need for various types of resources in the disaster-affected region, which primarily includes medical resources, human resources, and infrastructural resources. How quickly this need for resources can be satisfied might critically determine the extent of damage and human casualties in the aftermath of the disaster. Hence, knowledge about what type of resources are usually needed in the aftermath of a disaster is important for responding organizations for planning formative solutions, to be better prepared to mitigate any upcoming disaster. The goal of this study is to curate the resource needs during a major disaster – the earthquake in Nepal and parts of India in April 2015. This work has been carried out in association with Doctors For You (DFY), a humanitarian organization of medical professionals who work in various disasters-affected regions. A large set of WhatsApp messages exchanged among DFY members who were working in the disaster-affected areas of Nepal was collected and analyzed to identify the different resource requirements and the corresponding delay in the mobilization of such resources. The study revealed detailed phase-wise requirement of various types of resources and also suggested that for several resources, there was a significant delay between the requirement and the actual availability of the resources. The acumens from this study will not only help disaster risk management in Nepal but also help in preparedness planning in other earthquake-prone regions of the world.

6- Conclusion

This post hoc study analyzes a dataset of WhatsApp messages exchanged among members of ‘Doctors For You’ in the aftermath of the Nepal earthquake in April 2015. In contrast to prior works which rely on crowd-sourced data from online social media like Twitter / Facebook, the data in this study is more reliable since it is obtained from medical experts who are known to have been present at the disaster site. The main contributions of the study are (i) identification of the requirements of various resources, and (ii) studying how quickly the requirements of different resources could be met, during different phases of the disaster. Additionally, several auxiliary problems faced by the relief workers are also curated. While the observations regarding delays in resource mobilization are specific to the particular disaster, the identification of resources that are needed after an earthquake is generalizable to other disasters of a similar nature (especially in similar geographical regions).
