مقدمه
در چارچوب شبکه های هوشمند اینده ،به کار گیری فناوری های شبکه بندی پیشرفته موجب بهبود کارایی و اطمینان پذیری شبکه ی برق و توان شده و امکان یکپارچه سازی DER های فعال و ارائه ی چارچوبی برای خدمات جدید برای اپراتور های سیستم را می دهد.در میان اثرات بحث شده در عملیات شبکه ی توزیع در حضور تولید پراکنده چالش حفظ سطوح قابل قبول ولتاژ به یک مسئله ی مهم تبدیل شده است زیرا افزایش نفوذ DG می تواند منجر به وقوع ولتاژ های بیش از حد بالاتر از سطح مجاز شود.تعداد وسیعی از منابع و مطالعات به بررسی استفاده از اهرم انعطاف پذیری توان فعال با درخواست منابع تقاضای فعال و واحد های ذخیره ای برای کنترل ولتاژ می پردازند(۱ ،۲) برخی از راهبرد های مرکزی یا هماهنگ وابسته به تصمیمات کنترل زمان واقعی از کارکرد های پیشرفته در سیستم مدیریت توزیع ،استفاده از دستگاه های شبکه نظیر OLTC بانک های خازن ،و تنظیم کننده های ولتاژ هستند.رویکرد های دیگر یعنی راهبرد های توزیعی و نیمه هماهنگ نیز از کنترل ولتاژ DER استفاده می کنند که با هماهنگی دستگاه های شبکه ارتباط دارد. این پیکر بندی بر نقش انواع جدیدی سیستم مدیریت شرکتی تاکید دارد که به مشارکت فعال DER تحصیص داده شده است. این سیستم مدیریت قادر به بهینه سازی و کنترل انعطاف پذیری پتانسیل DER به شیوه ی کار امد است .
این مقاله به بررسی این رویکرد جدید می پردازد. یک راه حل DERMS اختصاص یافته (سیستم مدیریت منابع انرژی توزیعی) در سیستم اطلاعات توزیعی یوتیلیتی اتفاق می افتد. ملزومات مشارکت DER فعال در توزیع عملیات و برنامه ریزی همانند عملیات کاهش ولتاژ توسط DSO اشاره به قابلیت های براورد حالت ثابت پیش بینی شده ی متغیر های سیستم نظیر بزرگی ولتاژ برای دوره های زمانی مختلف دارد. این مقاله بر برخی مسائل مربوط به پیاده سازی برنامه های سیستم توان از جمله بخش مدل سازی ،موتور محاسبه گر یکپارچه سازی و استفاده از استاندارد هایی برای مقیاس پذیری و تفسیر پذیری اشاره دارد. این بخش با انتخاب های انجام شده در پروژه ی نایس گرید شفاف سازی شده است. این پروژه که بخشی از پروژه ی تحقیق و توسعه ی GRID4EU, به دنبال تسهیل یکپارچه سازی و استفاده از DER در شبکه های توزیعی از طریق راه حل های شبکه ی هوشمند با تکرار گسترده و پتانسیل مقیاس پذیری بالا (۳،۴).
نقش DERMS و مفاهیم آن
برای تسهیل یکپارچه سازی DG ، سیستم های تصمیم گیری یوتیلیتی با مدیریت فعال DER های متصل به شبکه بایستی از کنتلر DER قابلیت ها و بهبود اطمینان پذیری و بهبود کیفیت خدمات برای مشتریان و تولید کننده های توزیعی الکتریکی ذی نفع شود. تولید فعلی سیستم های مدیریت توزیع معمولا با توسعه ی مجموعه ای از کارکرد ها ارتباط دارند به طوری که اثرات DER را می توان در روند تحلیل در نظر گرفت. برای مثال بهینه سازی شبکه ی مدیریت قطع برق موقعیت خرابی ،باز سازی خدمات و غیره. دربرخی از موارد اهرم DSO کنترل Der محدود به پایش خروجی توان برای برزگترین der متصل به شبکه توزیعی است و امکان دستیابی به شرایط بحرانی وجود دارد.پروژه های شبکه ی هوشمند اخیر با هدف پیاده سازی دستورات پیشرفته انجام شدند برخی از نمونه ها شامل کنترل ولتاژ بار VVC و پیکر بندی مجدد شبکه ی بهینه است(۵).
به عنوان یک رویکرد جایگزین و اهرم مدیریت مکمل ، یک راه حل DERMS در محیط شرکت به صورت یک برنامه ی اختصاص داده شده به انتگراسیون فعال DER اتفاق می افتد .هدف ان مدیریت پیچیدگی بسیاری از Dre های توزیعی و فعال است و این کار با دستیابی به قابلیت های آن ها و ارائه ی قابلیت ان ها به شکل استاندارد و تلفیق شده صورت می گیرد. در نهایت امکان تنظیم برنامه ها بر طبق آن وجود دارد.
ویژگی دیگر که دلیلی بر مهم بودن DERMS به عنوان یک بخش منطقی مجزا است این است که چالش یکپارچه سازی DER در کل سازمان با ذی نفعان اتفاق می افتد و کاملا متفاوت از سیستم توان یکپارچه است. به دلیل وجود پارامتر های مسئولیت پذیری توزیعی در میان شرکت کنندگان مختلف امکان اطمینان از کنترل مستقیم حفظ واحد های DER مشتری هم به دلیل قانونی و هم به دلیل کارکردی وجود ندارد. فعالان جدید نظیر مهندسان فنی و یا دست اندرکاران اقتصادی مسئول یکپارچه سازی و صدور DER هایی هستند که متعلق به پرتفوی های ان ها است.جمع آوری کنندگان مختلف قادر به ارائه ی خدماتی هستند که نشان می دهد DER به صورت یک نهاد مجزا در یک زمینه ی خاص است.این کار از طریق طیف وسیعی از دارایی های انعطاف پذیر در چارچوب تاسیسات الکتریکی مصرف کننده ها صورت می گیرد. به این ترتیب امکان یکپارچه سازی مبادلات با اشخاص ثالث در سطوح مختلف به غیر از برنامه های شبکه ی پیشرفته ضمن هماهنگ سازی این عملیات مدیریت شده توسط اپراتور توزیعی وجود دارد.
در این پیکر بندی DERMS انتظار می رود که یک سرویس تسهیل کننده را بین اپراتور شبکه و جمع اوری کنندگان تجاری و دستگاه های کنترل DER ، پایش پذیری اطلاعات و منطقی سازی مبادلات داده ها در اختیار بگذارد و این در نهایت می تواند راجع به تنظیمات کنترل وضعیت منابع باشد. DERMS ها بایستی عملکرد تصمیمات کنترل پیشرفته نظیر کنترل ولتاژ را در نظر بگیرند بدون اینکه افتی در صحت وجود داشته باشد .وظایفی که DERMS انجام می دهد بر اساس نوع یوتیلیتی و از یک پروژه به پروژه ی دیگر متفاوت است.بخش بعدی به بررسی موارد استفاده در چارچوب پروژه ی نایس گرید می پردازد.

INTRODUCTION

Within the perspective of future Smart Grids, the deployment of advanced networking technologies will tend to improve the efficiency and reliability of the power network, by enabling an integration of active DERs and by providing the framework for new services to system operators. Amongst the impacts to be addressed in distribution network operation in the presence of Distributed Generation (DG), the challenge to maintain an acceptable voltage level has become a major concern, as an increase of DG penetration can result in local overvoltage occurrences above the permissible level. A large body of literature investigates the possibilities of leverage of active power flexibility by requesting Active Demand resources and storage units for voltage control [1-2]. Some centralized or coordinated strategies rely on real-time control decisions made from advanced functions in Distribution Management System (DMS), using network devices such as OLTC, capacitor banks, voltage regulator. Other approaches, i.e. semicoordinated or distributed strategies, tend to use a local voltage-related control of DERs, possibly associated with a coordination of network devices. This configuration emphasizes the roles of a new type of enterprise management system, dedicated to the active participation of DERs. This management system shall be able to optimize and control the potential flexibilities of DERs in the most efficient manner. The present paper explores this latest approach. A dedicated DERMS solution (Distributed Energy Resource Management System) shall take place in the Utility Distribution information system. The requirements of effective DER participation in distribution operation and planning, like for instance the operations of voltage mitigation by the DSO, imply the capabilities to effectuate an anticipated steady-state estimation of the system variables like voltage magnitude for different time periods. The present paper is centred on some of the issues regarding the implementation of the relevant power system applications, including the modelling part, the calculation engine, the integration and use of standards for better scalability and interoperability. Each section is illustrated with the choices done within the Nice Grid project. This project, part of the European RD&D Project GRID4EU, aims at facilitating the integration and usage of DER in distribution networks, through smart grid solutions with wide replication and scalability potential [3-4].

DERMS ROLE AND CONCEPTS

To facilitate the integration of DG, utility decision systems with active management of grid-connected DERs should take advantage of the DER control capabilities for improving the reliability and overall quality of service for the electric distribution customers and producers. The current generation of Distribution Management Systems is merely dealing with an extension of the traditional set of functionalities so that DER impacts can be included or not in the analysis tools: e.g. network optimization, outage management, fault location, service restoration, and so on. In most cases, DSO lever of DER control is limited to the monitoring of the power output for the largest DERs connected on the distribution network, with a possibility of remote tripping during critical conditions. More recent Smart Grid projects aim to implement more advanced functionalities; some examples amongst them are Volt-Var Control (VVC) or optimal network reconfiguration [5]. As an alternative approach and a complementary management lever, a DERMS solution may take place in an enterprise environment as an application dedicated to active DER integration. It aims at managing the complexity of many diverse and distributed DERs, by getting their unique statuses and specific capabilities of each, and presenting these capabilities, mostly under a simplified, standardized and generally aggregated form, to other third-party applications, and finally, being able to dispatch coordinated control settings, accordingly. Another feature, and also justification for a DERMS as a separate logical entity, is that the challenge of DER integration can take place in a whole system organization with multiple stakeholders, radically different from the traditional vertically integrated power system. Because of the distributed responsibility perimeters amongst the different participants, it may be not possible to ensure a direct control of the flexibility reserve of customerowned DER units, both for practical and regulatory reasons. New actors, the technical or economical aggregators, may be responsible for the aggregation and the dispatching of the DERs that belong to their respective portfolios. The aggregator is able to provide services as if the DERs were a single entity, on a specific area, through a coordination of various dispatchable flexibility assets within the electrical installations of participating prosumers. It is hence necessary to integrate the exchanges with third parties at a same level than the advanced network applications, while the coordination of the operations is managed by the distribution operator. In such a configuration, DERMS is expected to provide a facilitation service between the network operators and the commercial aggregators and/or the DER control devices, ensuring information traceability and rationalization of the data exchanges, about transaction parameters, control settings, resource statuses. DERMS shall also maintain the performance of its advanced control decisions, such as voltage control, without significant loss of accuracy due to aggregation [6]. The functionalities addressed by a DERMS instance can be very different from utility to utility, or from a demonstration project to another. The next section aims at illustrating one use case within the Nice Grid project.
